NOTICE OF DECISION PLEASE TAKE NOTICE that upon the Application (Application # 2026 04) of JB2 Partners, LLC as agent for Amazon Fulfillment Urban Renewal Carneys Point LLC (the "Applicant"), the Planning Board for the Township of Carneys Point (the "Planning Board") (also known as the "Joint Land Use Board"), on April 14, 2026, granted Amended Preliminary Major Site Plan Approval, Final Major Site Plan Approval, and Bulk Variance Approval and, on April 28, 2026, adopted Resolution 16 2026 memorializing those Approvals to allow for the development of the Kelly Logistics Park South warehouse facility. The Planning Board, on June 14, 2022, granted Preliminary Major Site Plan Approval and Final Major Site Plan Approval and, on July 12, 2022, adopted Resolution #2022-29 to memorialize those Approvals to allow for the development of the Kelly Logistics Park South warehouse facility, consisting of a 1,700,000 +/- square-foot warehouse / distribution facility, along with passenger vehicle parking spaces, trailer parking spaces, landscaping, and related site improvements, on 154.37 +/- acres of land located adjacent to both N.J.S.H Route 40 (Wiley Road) and Courses Landing Road (County Route 628), within both the Amended Kelly Farm Redevelopment Plan Area and a GC General Commercial Zoning District, and more particularly known as Block 255, Lot 12 on the Official Carneys Point Township Tax Maps (the "Property"). The Planning Board, on April 23, 2024, granted an Extension of the Final Major Site Plan Approval for Kelly Logistics Park South for a one (1) year period ending July 12, 2025, and, on April 23, 2024, adopted Resolution #2024-20 memorializing that Approval. Also, on May 13, 2025, the Planning Board granted a Five-Year Extension of the Final Major Site Plan Approval and, on June 24, 2025, adopted Resolution #2025-12 memorializing the Five-Year Extension of the Final Major Site Plan Approval, which allows for the development of the Kelly Logistics Park South warehouse project, for a five (5) year period ending July 12, 2030. The Planning Board has now granted Amended Preliminary Major Site Plan Approval and Final Major Site Plan Approval for the development of Kelly Logistics Park South on the Property that now includes, but is not limited to: (i) a 1,228,000 +/- square foot warehouse building (with a potential, future 77,627 +/- square foot building expansion) containing a 1,034,860 square foot mezzanine & equipment platform, 36,400 +/- square feet of assembly and office area; (ii) 58 loading docks; (iii) 412 trailer parking stalls; (iv) 2 guardhouses; (v) security fencing; (vi) a fire suppression water storage tank and pump house; (vii) stormwater management facilities; (viii) freestanding and faade signage; (ix) outdoor employee recreation area; (x) 822 passenger vehicle parking stalls (including 8 motorcycle stalls); and (xi) related site improvements. In addition to Amended Preliminary Major Site Plan Approval and Final Major Site Plan Approval, the Planning Board granted Bulk Variance Approval to allow for: a. Faade signage with 300 square foot of sign area where the Amended Kelly Farm Redevelopment Plan limits faade sign are to 200 square feet; b. 4.5 foot wide by 9 foot long motorcycle parking stalls where the Township of Carneys Point Zoning Code Section 212-50.A.(1)(a) requires 9 foot wide by 18 foot long parking spaces; and c. 8 foot tall security fencing in front of the front building line where the Township of Carneys Point Zoning Code Section 212-54.D.(1) does not allow 8 foot tall fencing to be located in front of the front building line. A copy of the Resolution (Resolution 16 2026), Planning Board determinations, the Application (Application # 2026 04), correspondence, plans, reports, and supporting documentation are on file within the Planning Board Office located in the Municipal Building Annex that is part of the Carneys Point Township Municipal Building Complex located at 303 Harding Highway, Carneys Point Township, New Jersey 08069, and are available for public review and public inspection during normal business hours (Monday through Friday, 8:00am to 4:30pm excluding holidays).
