NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS April 18, 2026 County of Middlesex Division of Housing 75 Bayard Street, 2nd Floor New Brunswick, NJ 08901 Phone: 732-745-3025 These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the County of Middlesex. REQUEST FOR RELEASE OF FUNDS On or about May 4, 2026 the County of Middlesex will submit a request to the U.S. Department of Housing & Urban Development (HUD), Newark Field Office for the release of HOME Investment Partnerships Program funds under Title II of the Cranston-Gonzalez Affordable Housing of 1990, as amended, to undertake a project known as The Laurence Parkway Affordable Homeownership Project. This is a shovel-ready development that will deliver 12 deed-restricted affordable homeownership units in Old Bridge Township. Situated at 200 Laurence Parkway in the Laurence Harbor section of the township, the site comprises 0.8 acres and has been officially designated as an area in need of redevelopment. Greater Middlesex & Morris Habitat for Humanity (GMMHfH) was named the Conditional Redeveloper of the site by the Old Bridge Redevelopment Agency. A Redevelopment Agreement was executed following Township Council approval on September 14, 2021, and title to the property was transferred to GMMHfH on April 10, 2025. This 12-lot subdivision is designed to optimize the irregular shape of the parcel. Each two-family duplex will feature a unique facade, consistent with the Township's architectural requirements that prohibit uniform or linear design. Homes will incorporate varied rooflines, stone accents, and architectural shed-style elements, increasing construction complexity but aligning with community character. The building will not have basements & will be on slabs, so minimal ground disturbance will occur. All 12 units will be sold to low- and moderate-income households (6 low and 6 moderate households) in compliance with the Fair Housing Act and Old Bridge's Fair Share Housing Plan. The unit mix includes: * 2 one-bedroom units * 4 two-bedroom units * 4 three-bedroom units * 2 four-bedroom units Each home will be handicapped accessible on the first floor and include: * Private entrance, front porch, basement, and 2-car driveway * Energy-efficient appliances: washer/dryer, refrigerator, oven, microwave, dishwasher * Utilities: natural gas, public water and sewer * Green certifications: Energy Star, EPA Indoor AirPLUS, WaterSense, and DOE Zero Energy Ready Home (ZERH) * New Home Warranties for all units. The total project cost is approximately $6.7M, including $1,200,000 in HOME Investment Partnerships Program funding. FINDING OF NO SIGNIFICANT IMPACT The County of Middlesex has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Middlesex County Division of Housing, Community Development & Social Services, 75 Bayard Street, 2nd Floor, New Brunswick, NJ and may be examined or copied weekdays 8:30 A.M to 4:00 P.M. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the County of Middlesex at Middlesex County Division of Housing, 75 Bayard Street, 2nd Floor, New Brunswick, NJ 08901, by fax at 732-745-4117 or by email to melissa.bellamy@co.middlesex.nj.us. All comments received by Monday, May 4, 2026 will be considered by the County of Middlesex prior to authorizing submission of a request for release of funds. ENVIRONMENTAL CERTIFICATION The County of Middlesex certifies to HUD Newark Field Office that Melissa Bellamy in her capacity as Division Head consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the County of Middlesex to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of fund and the County of Middlesex's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the County of Middlesex; (b) the County of Middlesex has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD Newark Field Office, One Newark Center, 1085 Raymond Blvd, Newark, NJ 07102-5260 and can be submitted by email to: CPDRROFNJN@hud.gov Potential objectors should contact HUD Newark Field Office to verify the actual last day of the objection period.
