Legal Notices ADVERTISEMENT FOR BIDS Town of Evans COUNTY OF ERIE, STATE OF NEW YORK STREETLIGHTING MAINTENANCE & EMERGENCY REPAIR SERVICE CONTRACT General Notice The Town of Evans (Owner) is requesting Bids for the performance of the following Project: Town of Evans – Streetlighting Maintenance & Emergency Repair Service Contract Bids for the Contract will be received by The Town of Evans , at the office of the Evans Town Clerk, 8787 Erie Road, Angola, NY 14006 until 2:00 pm local time on April 30th , 2026 at which time the Bids will be publicly opened and read aloud. This project involves furnishing all plant, materials, equipment, labor and other facilities to properly complete all necessary maintenance and repairs for the Streetlighting Maintenance & Emergency Repair Service Contract. Bids will be received for one prime contract. Bidding documents may be examined at CPL, 726 Exchange Street, Suite 920, Buffalo, NY 14210 Monday through Thursday between the hours of 9:00 am and 3:30 pm. A pre-bid conference will not be held. Only written Requests For Information (RFI) will be accepted. All RFI’s must be submitted in writing. RFI’s will be accepted until 12:00 pm (Local Time) on April 23 rd , 2026 , at the office of the Engineer to the attention of the Project Engineer, Branden Riggs briggs@cplteam.com . If necessary, an Addendum will be issued by 5:00 pm (Local Time) on April 27 th , 2026, from the office of the Engineer. Bid security shall be furnished in accordance with the Instructions to Bidders. Each bid must be accompanied by a certified bank check or bid bond from a surety company authorized and licensed to do business in the State of New York in the amount of not less than five (5%) of the amount of the bid submitted. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Bidders on this work will be required to comply with all applicable Federal, State, and local equal employment opportunity laws and regulations, including New York State Executive Law Article 15 (Human Rights Law), which prohibit discrimination in employment regarding race, creed, color, sex, national origin, age, disability, or marital status. New York State Finance Law: Bidders on the contract are required to execute a New York State Finance Law Sections 139-j and 139-k Disclosure statement. Statement of Non-Collusion: Bidders on the contract are required to execute and submit with their bid a non-collusive bidding certificate pursuant to Section 103-d of the General Municipal Law of the State of New York. Security for Faithful Performance: The successful bidder will be required to furnish Performance and Labor and Material Payment Bonds written by firms licensed to do business in New York State, each in the amount of one hundred percent (100%) of the contract amounts in accordance with the provisions of the Contract Documents. Sales and Use of Tax Exemptions: The Owner is exempt from the payment of sales and compensation use taxes of the State of New York and of cities and counties on all materials, equipment, and supplies sold to the Owner pursuant to this contract. Also exempt from such taxes are purchases by the Contractor and his Subcontractors of materials, equipment, and supplies to be sold to the Owner pursuant to this contract, including tangible personal property to be incorporated in any structure, building, or other real property forming part of the project. These taxes are not to be included in the Bid. All Bids must be accompanied by the contractor’s Certificate of Registration with the New York State Department of Labor pursuant to Labor Law §220-i. Prevailing Wages: Attention is called to the fact that not less than the prevailing rate of wages and supplements as established by the New York State Department of Labor must be paid on this project in accordance with Labor Law Article 8. The schedule of prevailing wage rates is included in the Bidding Documents. Iran Divestment Act: Bidders are required to submit a certification pursuant to General Municipal Law §103-g certifying that the bidder is not on the list of entities involved in investment activities in Iran created pursuant to the Iran Divestment Act of 2012. All bids shall be binding for a period of sixty (60) days after the bid opening date. The contract will be awarded to the lowest responsible bidder, if awarded at all.
