GENESEE COUNTY ADVERTISEMENT FOR BID ADVERTISEMENT FOR BIDS TOWN OF PAVILION PAVILION, NEW YORK WATER DISTRICT NO. 7 General Notice Town of Pavilion (Owner) is requesting Bids for the construction of the following Project: Water District No. 7 In accordance with Section 103 of Article 5-A of the General Municipal Law, sealed Bids for the construction of the Project will be received at the office of the Town of Pavilion, located at One Woodrow Drive, Pavilion, New York 14525, until May 6, 2026, at 10:00 AM local time. At that time the Bids received will be publicly opened and read. The Project includes the following Work: The proposed improvements consist of the installation of approximately 22,000 linear feet (LF) of 8" and 12" water main, valves, hydrants, and appurtenances along portions of Perry Road, Peoria Road, South Street Road, NYS Route 63, and York Road within the Town of Pavilion, Genesee County. Sealed Bids are requested for the following Contract: Water Main Installation Obtaining the Bidding Documents Information and Bidding Documents for the Project can be found at the following designated website: www.avalonroch-planroom.com (New York Projects) The Bidding Documents must be obtained through the Avalon Planroom in order to be considered a Plan Holder of record. Bidding Documents obtained from any other source are for examination only, are not considered complete and are not valid for bidding purposes. Bidding Documents may be examined at the offices of MRB Group (The Culver Road Armory, 145 Culver Road, Suite 160, Rochester, N.Y. 14620) on Mondays through Fridays between the hours of 9:00 AM and 3:30 PM. Bidding Documents will not be available from MRB Group or the Owner. A pre-bid conference for the Project will be held on April 29, 2026 at 10:00 AM at One Woodrow Drive, Pavilion, New York 14525. Attendance at the pre-bid conference is encouraged but not required. Instructions to Bidders. The Town of Pavilion, Genesee County, New York, reserves the right to reject any or all bids, or to waive any informalities, or to make an award to other than the low bidder. It further reserves the right to limit the amount of the award. Attention of the bidders is particularly directed to the requirements of the conditions of employment to be observed and minimum Wage Rates to be paid under the Contract. The Town of Pavilion does not discriminate on the basis of handicapped status in admission or access to, or treatment or employment in, its programs and activities. Bid security shall be furnished in accordance with the Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. This project has bid alternatives which include the following requirements: American Iron and Steel Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. The following waivers apply to this Contract: De Minimis, Minor Components, Pig iron and direct reduced iron or Domestic Preference This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.
