ESTOPPEL NOTICE




The bond resolution, a summary of which is published herewith, has been adopted on the 3rd day of March, 2026, and the validity of the obligations authorized by such resolution may be hereafter contested only if such obligations were authorized for an object or purpose for which the City of Cortland, New York (the “City”), is not authorized to expend money or the provisions of law which should have been complied with as of the date of publication of this notice were not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty (20) days after the date of publication of this notice, or such obligations were authorized in violation of the provisions of the Constitution.




Summary of

Bond Resolution




1. Specific Object or Purpose – the construction, reconstruction, major repairs, alteration, extension or enlargement of the necessary works of all kind for the improvement of waterways and for drainage or additions thereto, including street lights and streetscape, whether or not including buildings appurtenant or incidental thereto, lands or rights-in-lands, original furnishings, equipment, machinery and apparatus, or the replacement of such equipment, machinery or apparatus.





2. Period of Probable Usefulness – thirty (30) years.




3. Maximum Amount of Obligations to be Issued – $13,825,000 of which $7,900,000 are to be issued pursuant to the bond resolution summarized herein. $5,925,000 of which were previously authorized to be issued pursuant to Bond Resolution No. 254 of 2019 adopted by the Common Council on October 1, 2019.




The bond resolution herein summarized shall be available for public inspection during normal business hours for twenty (20) days following the date of publication of this notice at the office of the City Clerk at City of Cortland 25 Court Street, Cortland, NY 13045.
