NOTICE OF ANNUAL SCHOOL DISTRICT PUBLIC HEARING ON THE BUDGET, ANNUAL MEETING, SCHOOL DISTRICT ELECTION AND VOTE NOTICE IS HEREBY GIVEN BY THE BOARD OF EDUCATION OF THE DOVER UNION FREE SCHOOL DISTRICT, AS FOLLOWS: 1. That the Board of Education of the Dover Union Free School District will hold a public hearing on May 12, 2026 at 5:30 p.m., in the Dover Middle/High School Library, Dover Plains, New York, for the purpose of presenting the budget document for the 2026-2027 School Year. 2. That a copy of the statement of the amount of money which will be required for School District purposes during the ensuing year (the Budget), as prepared by the Board of Education, as well as the Exemption Report, listing every type of exemption granted, as provided in Section 495 of the Real Property Tax Law, may be obtained by any resident of the District at each of the school buildings in the District, and at the District Office between the hours of 8:00 a.m. and 4:00 p.m., commencing May 5, 2026, except Saturday, Sunday or holidays. 3. That the Annual School District Election and Vote on the Budget will be held at the Dover Middle/High School, Dover Plains, New York, on Tuesday, May 19, 2026, between the hours of 9:00 a.m. and 9:00 p.m., prevailing time, when the polls will be open for the purpose of voting by voting machine: A. To vote on the appropriation of the necessary funds to meet the estimated expenditures for School District purposes for the 2026/2027 School Year (the Budget). B. To elect two (2) members to the Board of Education: Voters may vote for a maximum of one (1) individual for each of the following Board of Education seats: To elect two (2) members to the Board of Education for a five-year term expiring June 30, 2031. 4. That petitions for nominating candidates for the office of member of the Board of Education must be filed with the Clerk of the District, by no later than 5:00 p.m. on Monday, April 20, 2026. Such petitions must be signed by at least twenty-five (25) qualified voters of the School District, shall state the name and residence address of the candidate and the residence address for each signer. Petition forms and other election related information will be made available to prospective candidates by the District Clerk upon request. You may use the Nominating Petition provided by the District or you may make up your own nominating petition, which must be in the form and manner prescribed by Section 2018 of the Education Law. 5. That applications for absentee ballots and early mail ballots for the Annual School District Election and Vote may be applied for at the Office of the District Clerk during regular business hours, from 8:00 a.m. to 4:00 p.m. on days when school is in session. Written requests for absentee and early mail applications must be made at least seven (7) days and no more than thirty (30) days prior to the Election and Vote. The completed absentee or early mail ballot application must be received by the District Clerk no more than thirty days before the election, and at least seven (7) days prior to the election if the ballot is to be mailed, and no later than the day before the election if the ballot will be personally picked up by the voter or their designee. Absentee and early mail ballots must be received in the Office of the District Clerk not later than 5:00 p.m. on the day of the Election and Vote, May 19, 2026. A list of all persons to whom absentee and early mail ballots have been issued shall be available for public inspection in the District Clerk’s office for the five days prior to the date of the Election and Vote during regular business hours, from 8:00 a.m. to 4:00 p.m., Saturday by appointment, and on the date of the Election and Vote. Any qualified voter may file a written challenge of the qualifications of a voter, whose name appears on such a list, stating the reasons for the challenge. 6. NOTICE IS ALSO GIVEN that military voters who are qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at (845) 877-5700 extension 1276 or alicia.hapeman@doverschools.org. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 pm on April 23, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail.
