VILLAGE HALL HVAC IMPROVEMENTS ADVERTISEMENT FOR BIDS Sealed proposals will be received by the Village of Woodbury at the offices of the Village of Woodbury, 455 Route 32, Highland Mills, NY 10930, until 10:00 am local time on March 19, 2026, for the "VILLAGE HALL HVAC IMPROVEMENTS" and then at said office, publicly opened and read aloud. SCOPE OF WORK: This project consists of building upgrades to the Village Hall HVAC system under the New York State Energy Research and Development Authority (NYSERDA) Clean Energy Communities (CEC) Program and includes demolition, abandonment and removal of portions of the existing HVAC system and installation new heat pumps, wall cassettes, and ceiling cassettes. Additionally, this project includes the installation of all piping, drains, wiring and controls to provide a complete system. Bid Specifications, and Contract Documents for the proposed work are on file and publicly exhibited at the VILLAGE OF WOODBURY, 455 Route 32, Highland Mills, NY 10930, Telephone Number (845) 928-7558. The said specifications may only be reviewed at the Village Clerk's Office. Hard copies may be obtained at Lanc and Tully Engineering, D.P.C., 3132 Route 207, Campbell Hall, NY 10916 between the hours of 9 a.m. and 3 p.m. Persons shall leave name, mailing address and phone number, along with a $100.00 deposit for each set. The deposit shall be in the form of check or money order only ? NO CASH, and shall be made payable to Lanc & Tully D.P.C., to be refunded in accordance with Section 102 of General Municipal Law, upon return of said document in good condition. Addenda, if any will be issued only to those persons whose name and address are on the record as having obtained the contract documents. Documents may be obtained via electronic means at NO Charge by contacting Lanc & Tully, D.P.C. at (845) 294-3700. Each bid shall be accompanied by an acceptable form of Bid Guarantee in an amount equal to at least five (5) percent of the amount of the Bid payable to the Village of Woodbury as a guarantee that if the Bid is accepted, the Bidder will execute the Contract and file acceptable Performance and Labor, Material Payment Bonds, and Certificate (s) of Insurance within ten (10) days after the award of the Contract. All bidders are required to familiarize themselves with the existing conditions and proposed improvements prior to submitting the sealed proposal in accordance with this Advertisement for Bids. OWNERS RIGHTS RESERVED: The Village of Woodbury, hereinafter called the Owner, reserves the right to reject any and all Bids as permitted by law and to waive any formality or technicality in any bid in the interest of the Owner. STATEMENT OF NON-COLLUSION: Bidders on the Contracts are required to execute a non-collusion bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York. LABOR STANDARDS: NYS Prevailing wages established will apply to this contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards and nondiscrimination in hiring practices. EQUAL OPPORTURNITY CLAUSE: The bidder agrees to abide by the requirements under Executive Order No. 11246, as amended, including specifically, the provisions of the equal opportunity clause.
