INVITATION TO BID The County of Wayne will receive sealed bids until 4:00 P.M, prevailing time, Wednesday, April 15, 2026, at the Wayne County Commissioners Office on the third floor of the Court House Annex located at 925 Court Street, Honesdale, PA 18431 for the following: FAIRMOUNT ROAD OVER MERRIGAN CREEK CULVERT REPLACEMENT PROJECT Contract documents and specifications are on file and can be obtained at the office of the Wayne County Commissioners Office (570-253-5970 extension 4050) at the above referenced address for a non-refundable fee of $50.00. Checks or money orders are to be payable to the Wayne County Commissioners. Addenda, if any, will be issued to only those persons whose name and address are on record as having obtained the specifications. A mandatory pre-bid meeting will be held on Thursday, March 26, 2026, beginning at 10:00 A.M. at the project location. A certified check or bank draft, payable to the County of Wayne, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total bid shall be submitted with each bid. Bids will be publicly opened and read aloud at the regular Board of Commissioners meeting at 10:30 A.M., prevailing, time, Thursday, April 16, 2026 in the Commissioners Meeting Room, Third Floor, Court House Annex, Honesdale, PA. This project is subject to the provisions of the Pennsylvania Prevailing Wage Act. Bidders for this project shall as of the bid opening date, be listed as Pennsylvania Department of Transportation (PennDOT) prequalified, as a Prime Contractor, in Category S4, Bridge Culverts, Pedestrian Bridges, and Timber Bridges, in accordance with the PennDOT’s Specifications, Publication 408. The successful Bidder will be required to submit a copy of the PennDOT Prequalification Certificate. The award will be made, usually within thirty (30) days, to the lowest responsible and responsive bidder submitting a bid in conformity with the specifications.
