Notice of Availability The Northern Border Regional Commission (NBRC) has independently reviewed the following Environmental Assessment (EA) prepared by the Town of Keene, completed on 05/27/2025: Full Environmental Assessment Form (hereinafter the “2025 EA”). NBRC has determined that the proposed action analyzed under the 2025 EA adequately covers the Proposed Action under consideration by NBRC, and the information and analysis presented in the 2025 EA are still accurate and sufficient. NBRC has chosen to adopt the 2025 EA prepared by the Town of Keene for the proposed action. The adoption of another agency's final EA is permissible under [42 U.S.C. 4336a(f)], for the purpose of eliminating duplication. Application #: AP-NBRC-164/GT-CAT-00047 Applicant: Town of Keene Project Title: Keene Valley Water System Upgrades Location: Keene Valley, New York Project Description: The purpose of the AP-NBRC-164/GT-CAT-00047 proposed action is to improve the capacity and efficiency of the Town of Keenes Keene Valley Water District #2 municipal water system. The project would construct of new well, upgrade the existing well control building, and install new water meters at 33 Market Street in the Town of Keene, New York. Proposed project activities include decommissioning a failed water well; drilling and sampling test wells; developing a new primary water source and permanent monitoring well; trenching electrical connections from the wellhead to the control system; upgrading and replacing electrical equipment, machinery, and control systems on the existing well field control building; and acquiring and installing new water meters. The project would increase Water District #2's water system capacity from 170 GPM to 300 GPM and disturb approximately 0.2 acres of land. The land proposed for work is currently owned by the Town of Keene. Findings and Adoption of EA: Based on the analysis presented in the 2025 EA, NBRC has determined that funding the water infrastructure upgrades would not have a significant impact on the human or natural environment. The determination of a finding of no significant impact (FONSI) is consistent with what is presented in the 2025 EA and the Town of Keenes determination.
