NASSAU COUNTY LEGAL NOTICE Early Notice and Public Review of a Proposed Activity in the 100-Year Floodplain To: All interested Federal, State, and Local Agencies, Groups and Individuals This is to give notice that Nassau County Office of Community Development under 24 CFR Part 58 has determined that the following proposed actions under the U.S. Department of Housing and Urban Development HOME-American Rescue Plan program is located in the 100-Year Floodplain , and Nassau County Office of Community Development will be identifying and evaluating practicable alternatives to locating these actions within the floodplain and the potential impacts on the floodplain from the proposed actions, as required by Executive Order 11988, as amended by Executive Order 13690, in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed project locations are 215 Roosevelt Boulevard, 515 W. Hudson Street, and 538 E. Park Avenue in the City of Long Beach, Nassau County, New York. The extent of the 100-year floodplain was determined using the FEMA 0.1 Percent Annual Chance Flood Approach (0.1 PFA). The purpose of the project is to acquire three existing two-family houses that are ready for immediate rental, with no physical alterations or repairs necessary. 215 Roosevelt Boulevard contains one two-bedroom unit and one three-bedroom unit, 515 W. Street contains two three-bedroom units, and 538 E. Park Avenue contains two two-bedroom units. The units will be offered at affordable rates to individuals making less than 30 percent of Area Median Income (AMI), prioritizing individuals with varying disabilities. The entire project area is located within Zone AE “area of special flood hazard” (100-year floodplain). There are three primary purposes for this notice. First, people who may be affected by activities in floodplain and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate project impacts on the floodplain. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplain can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplain, it must inform those who may be put at greater or continued risk.
