CITY OF MOUNT VERNON, NEW YORK NOTICE OF REQUEST FOR PROPOSALS (RFP) Comprehensive Zoning Ordinance Update The City of Mount Vernon hereby announces the release of a Request for Proposals (RFP) for professional consulting services to complete a comprehensive rewrite and modernization of the City’s Zoning Ordinance. The RFP will be released on March 5, 2026 and will be available through the City’s OpenGov procurement portal at: https://procurement.opengov.com/portal/mountvernonny/projects/239010. This project represents a critical implementation step of the City’s recently adopted 2025 Comprehensive Plan—Mount Vernon’s first comprehensive plan since 1968. The selected consultant team will conduct a full diagnostic review of the existing zoning code, prepare a modern and legally sound zoning ordinance aligned with current planning best practices, facilitate public engagement, complete required environmental review under SEQRA, and perform a citywide buildout analysis.
