NOTICE OF ANNUAL PUBLIC HEARING, BUDGET VOTE AND ELECTION, OSSINING UFSD AND OSSINING PUBLIC LIBRARY, COUNTY OF WESTCHESTER, OSSINING, NEW YORK NOTICE IS HEREBY GIVEN, that a public hearing of qualified voters of the Ossining Union Free School District, County of Westchester, Ossining, New York will be held in person in the cafeteria at the Anne M. Dorner Middle School, 100 Van Cortlandt Avenue, Ossining, County of Westchester, New York, in said District on Wednesday, May 6, 2026, at 7:30 p.m. prevailing time for the presentation of the budget document. FURTHER NOTICE IS HEREBY GIVEN, that an Ossining Public Library public hearing of qualified voters of the Ossining Public Library/Ossining Union Free School District, County of Westchester, Ossining, New York will be held in the Library Conference Room, Ossining Public Library, 53 Croton Avenue, Ossining, NY on Monday, April 20, 2026, at 7:00 p.m. prevailing time for the presentation of the Ossining Public Library budget. Completed applications must be received by the District Clerk at least seven [7] days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter or his/her designated agent. Upon receiving a timely request for an absentee or early mail ballot, the District Clerk will mail the absentee or early mail ballot to the address set forth on the application not later than six (6) days before the election. Absentee and early mail ballots must be received by the District Clerk no later than 5:00 p.m., prevailing time, Tuesday, May 19, 2026. A list of persons to whom absentee and early mail ballots are issued will be available for inspection to qualified voters of the District in the Office of the District Clerk on each of the five (5) days prior to the election between the hours of 8:00 a.m. and 4:00 p.m., including Saturday by appointment only, except Sunday, and legal holidays. AND FURTHER NOTICE IS HEREBY GIVEN that military voters who are not currently registered may apply to register as a qualified voter of the school district. Military voters who are qualified voters of the school district may submit an application for a military ballot. Military voters may designate a preference to receive a military voter registration, military ballot application or military ballot by mail, facsimile transmission, or electronic mail in their request for registration, ballot application, or ballot. Military voter registration forms and military ballot application forms must be received in the office of the District Clerk of the school district no later than 5:00 p.m. on April 23, 2026. No military ballot will be canvassed unless it is (1) received in the office of the District Clerk before the close of the polls on election day and showing a cancellation mark of the United States postal service or a foreign country’s postal service, or showing a dated endorsement of receipt by another agency of the United States government; or (2) received by the office of the District Clerk by no later than 5:00 p.m. on election day and signed and dated by the military voter and one witness thereto, with a date which is associated to be not later than the day before the election. AND FURTHER NOTICE IS HEREBY GIVEN, that personal registration of voters is required pursuant to §2014 of the Education Law. If a voter has heretofore registered pursuant to §2014 of the Education Law and has voted at an annual or special district meeting within the last four [4] calendar years, he/she is eligible to vote at this election; if a voter is registered and eligible to vote under Article 5 of the Election Law, he/she is also eligible to vote at this election.
