Legal Notice # 21928517 CORRECTED NOTICE TO PROPOSERS The Board of Eastern Suffolk BOCES, 201 Sunrise Highway, Patchogue, New York, 11772 hereby invites the submission of sealed Proposals from reputable and qualified school bus transportation companies for furnishing student transportation services through Eastern Suffolk BOCES for School Districts for a (2) year Contract period (7/1/26-6/30/27 and 7/1/27-6/30/28). Information regarding the Request for Proposal (RFP) # 27S-01-0416: Transportation Services for Special Education, Private/Parochial Schools, Career and Technical Education, Homeless Students, Summer Programs and ESBOCES Field/Emergency Trips. Specifications, Certification and Conditions may be obtained from www.empirestatebidsystem.com. Student transportation services will be to special education locations, private/parochial school locations, and career and technical education centers in ESBOCES established regions primarily in Nassau and Suffolk Counties as well as ESBOCES field/emergency trips and homeless students to schools specified by their home School District. Proposals will be received at the Office of Board of Cooperative Educational Services, First Supervisory District of Suffolk County, Attn: Purchasing Department, 201 Sunrise Highway, Patchogue, New York 11772 until 11:00 a.m. on April 16, 2026, at which time Proposals will be publicly opened but will not be read aloud. If Eastern Suffolk BOCES is officially closed on the date scheduled for the submission of the Proposal, the required submission time will be held on the next day that Eastern Suffolk BOCES is officially open and all Proposals will be publicly opened but will not be read aloud. Proposals will not be accepted that are sent by facsimile or by electronic mail. An informational pre-Proposal meeting will be held at Eastern Suffolk BOCES Instructional Support Center at Sequoya, Conference Room # 5, 750 Waverly Avenue, Holtsville, New York 11742, on March 17, 2026 from 10:00 a.m. until 12:00 p.m. If Eastern Suffolk BOCES is officially closed on the date scheduled for the pre-Proposal meeting, the pre-Proposal meeting will be held at the same time on the next day that Eastern Suffolk BOCES is officially open. Eastern Suffolk BOCES is requesting Proposals for the provision of bus services. The Specifications outline all the requirements and conditions for furnishing this service. It is important for the Proposer to state any assumptions on which its Proposal rests. The Contract will be awarded to the highest scoring Proposer as evaluated by ESBOCES. It is appropriate to emphasize that the lowest total cost Proposer may not be the highest scoring. ESBOCES recognizes the complicated nature of delivering safe, reliable, efficient school transportation. In order to adequately measure the capabilities of the Proposer, ESBOCES will evaluate and score each Proposal in accordance with the categories presented in the Proposal. The maximum point allowance for each category is indicated below. Total possible points are one hundred (100). Expanded details of the following categories may be found in Appendix D. Category Points 1. Previous experience of the Proposer in 10 transporting pupils; 2. The name of each transportation company 10 which the Proposer has been an owner or manager; 3. A description of any safety programs implemented 10 by the Proposer; 4. A record of accidents in motor vehicles under the 5 control of the Proposer; 5. The driving history of employees of the Proposer; 5 6. Inspection records and model year of each of the 10 motor vehicles under the control of the Proposer; NYS DOT BUSNET score. 7. Maintenance schedules of the motor vehicles 10 under the control of the Proposer; 8. A financial analysis of the Proposer; 10 9. Documentation of compliance with motor 5 vehicle insurance requirements; and 10. Total cost of the Proposal. 25 Total: 100 The minimum number of points to be considered for an award is 85. Three (3) separate and independent Proposals may be submitted for each of the two (2) ESBOCES established Regions for operating programs: 1. Special Education, Private/Parochial School, Career and Technical Education, and Homeless Student Home-to-School Transportation Services; 2. Summer Programs Transportation Services; and 3. ESBOCES Field/Emergency Trips. Each Proposer will provide for a Proposal submission for any one, some, or all of the two (2) geographic regions to which ESBOCES provides transportation services.
