NOTICE OF ANNUAL SCHOOL DISTRICT ELECTION, BUDGET VOTE AND PUBLIC HEARING STARPOINT CENTRAL SCHOOL DISTRICT NOTICE IS HEREBY GIVEN that the Annual Board Election and Budget Vote (“Annual Meeting”) of the Starpoint Central School District (the “District”) will be held at the Starpoint High School, 4363 Mapleton Road, Town of Pendleton, New York, 14094, on Tuesday, May 19, 2026, from 7:00 a.m. to 8:00 p.m., prevailing time, or until such time as all those persons present in the voting areas at 8:00 p.m. shall have voted. Voters will be asked for proof of residency pursuant to Education Law Section 2018-c. Such proof may include a driver's license, non-driver identification card, a utility bill or a voter registration card. Upon offer of proof of residency, the District will also require all persons offering to vote to provide their signature, printed name and address. NOTICE IS FURTHER GIVEN the annual public hearing for the voters of the District will be held in the Board of Education Conference Room at Starpoint Central School Building, 4363 Mapleton Road, Town of Pendleton, New York, 14094 on Tuesday, May 5, 2026. The public hearing shall be held at 6:00 p.m., prevailing time, for the purpose of presentation of the proposed budget for the ensuing fiscal year beginning July 1, 2026 and ending June 30, 2027, and for discussion of the expenditure of funds and the budgeting thereof for such fiscal year. NOTICE IS FURTHER GIVEN that pursuant to Section 1716 of the Education Law, the Board of Education will have prepared and completed a detailed statement in writing of the amount of money which will be required for the ensuing fiscal year 2026-27, for school purposes, exclusive of the public monies, specifying the several purposes and the amount of each, and copies of such statement will be available upon request to taxpayers within the District during the hours of 9:00 a.m. and 4:00 p.m., prevailing time, from May 5, 2026 through and including May 21, 2026, at the Principal's Office in each school building, in the school district Business Office and at the Annual Meeting. NOTICE IS FURTHER GIVEN that the business to be conducted at the Annual Meeting shall consist of voting on the following propositions and any other propositions authorized to be voted upon by law and the rules of the Board of Education: PROPOSITION #1 - BUDGET Shall the following resolution be adopted, to-wit: RESOLVED, that the budget for the Starpoint Central School District (the “District”), for the fiscal year commencing July 1, 2026 and ending June 30, 2027, as presented by the Board of Education, is hereby approved and adopted and the required funds therefore are hereby appropriated and the necessary real property taxes required shall be raised by a tax on the taxable real property in the District to be levied and collected as required by law. NOTICE IS FURTHER GIVEN, that the election of members of the Board of Education shall be held to fill three (3) at-large positions on the Board. The candidates receiving the largest, second largest, and third largest number of votes will be elected to the respective three (3) year terms commencing on July 1, 2026 and terminating on June 30, 2029. NOTICE IS FURTHER GIVEN that pursuant to Section 2018 of the Education Law, petitions nominating candidates for the office of member of the Board of Education must be filed with the District Clerk of the Starpoint Central School District, 4363 Mapleton Road, Town of Pendleton, New York, between the hours of 9:00 a.m. and 4:00 p.m. prevailing time, during any business day, but not later than 5:00 p.m. on April 20, 2026. Petitions nominating candidates must be signed by at least 25 qualified voters eligible to vote at the District?s Annual Meeting or 2% of the voters who voted in the previous Annual Meeting, whichever is greater, must state the residence of each signer and the name and residence of the candidate. NOTICE IS FURTHER GIVEN that applications for absentee and early mail ballots may be applied for at the Office of the District Clerk, 4363 Mapleton Road, Town of Pendleton, New York, 14094, on any weekday, except holidays, between the hours of 8:00 a.m. and 4:00 p.m., prevailing time. Applications for absentee and early mail ballots must be received by the District Clerk not earlier than 30 days, but no later than 7 days before the Annual Meeting if the ballot is to be mailed to the voter, or the day before the Annual Meeting if the ballot is to be delivered personally to the voter. A list of all persons to whom absentee or early ballots shall have been issued will be available in the Office of the District Clerk during regular business hours on each of the five days prior to the day of the Annual Meeting, except Saturday and Sunday. NOTICE IS FURTHER GIVEN that military voters, as defined in section 122.2(f) of the commissioner's regulation, who are qualified voters of the District may apply for a military ballot by requesting an application from the District Clerk in person at 4363 Mapleton Road, Town of Pendleton, New York, 14094 between the hours of 8:00 a.m. and 4:00 p.m., or by mail. A military voter may designate a preference to receive the application or ballot by mail, facsimile or electronic mail. If no preference is selected, the District Clerk will transmit the military ballot application and military ballot by mail to the voter's District residence. If a military voter designates a preference for facsimile transmission or email, but does not provide the necessary facsimile number or email address, the District Clerk will transmit the military ballot application and military ballot by mail to the voter's District residence. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 p.m. on May 8, 2026. Regardless of how the absentee application or military ballot was received, the military voter must return the original military ballot application and military ballot by mail (or in person) to the District Clerk. To be canvassed, military ballots must be received in the District Clerk's Office no later than 5:00 p.m., local time, on the day of the Annual Meeting.
