New York State Department of Environmental Conservation Notice of Complete Application Date: 03/03/2026 Applicant: Olga Iizuka e Carvalho Vasconcellos Facility: Vasconcellos Property 945 FOREST AVE Rye, NY 10580 Application ID: 3-5514-00188/00001 Permits(s) Applied for: 1 - Article 34 Coastal Erosion Management 1 - Article 25 Tidal Wetlands Project is located: in RYE in WESTCHESTER COUNTY Project Description: The applicant proposes disturbance to New York State Regulated Tidal Wetland, Tidal Wetland Adjacent Area, and Coastal Erosion Hazard Area associated with the replacement of an existing seawall, modifications to existing riprap, and installation of a new kayak ramp and stairs. Availability of Application Documents: Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.
