DOCUMENT 00100 - INVITATION TO BIDDERS CONTRACT No. 2024-03 PHASE VIII - WATER MAIN REPLACEMENT Notice is hereby given that sealed Bids will be received by the Village Clerk of the Village of Tarrytown, New York for CONTRACT No. 2024-03, PHASE VIII - WATER MAIN REPLACEMENT at the office of the Village Clerk, at One Depot Plaza, Tarrytown, New York, 10591 until 2:00 PM (local time) on March 24, 2026. The Contract consists principally of the following items of work, but is not necessarily limited to: 1. Installation of approximately 4,950 linear feet of 6-inch, 8-inch, 10-inch, and 12-inch Class 54 cement-lined ductile iron water main. 2. Installation of approximately 3,100 linear feet of 2-inch and 4-inch temporary bypass piping and building service connections. 3. Installation of approximately forty-two (42) 6-inch, 8-inch, 10-inch, and 12-inch buried gate valves. 4. Replacement and transfer of approximately seventy (70) water service connections. 5. Installation of approximately sixteen (16) fire hydrant assemblies. 6. Installation of approximately six (6) 8-inch, 10-inch, and 12-inch insertion valves. 7. Installation of four (4) air release manholes. 8. Installation of one (1) pressure reducing valve (PRV) chamber. 9. All other necessary appurtenances and work to complete the project. Specifications and drawings and other Contract Documents may be examined at the Office of the Village Engineer, One Depot Plaza, Tarrytown, New York, 10591, Ph: 914-631-3668 or at PCI Professional Consulting, LLC office at 1719 Route 10, Suite 225, Parsippany, NJ 07054, Ph: 973-683-0044. Bidders may obtain a copy of the Contract Documents upon payment of $200. Checks should be payable to Professional Consulting, LLC. Contract Documents can be obtained by mail at additional charge of $25.00 per copy from the office of PCI Professional Consulting, LLC. Each Bidder shall deposit with their bid submission, security in the amount of five percent (5%) of the amount of their bid, as provided in the Information for Bidders. Each Bidder shall provide with their bid submission an executed Form of Surety Guaranty and the latest financial audit of their firm, reflecting the financial status of their firm no earlier than nine months prior to the receipt of bids, together with all the data required in the Contract Documents. All bids must be submitted in sealed envelopes plainly marked: “Village of Tarrytown, Bid for Phase VIII – Water Main Replacement Contract No. 2024-03 Due date: Tuesday, March 24, 2026 at 2:00 P.M.” The Village of Tarrytown, New York will award the contract to the lowest responsible Bidder reserving; however, the right to reject all bids if they deem it to be in the public interest. Bidders shall familiarize themselves with the requirements of Article No. 28 (Substitutions) of the General Conditions as it pertains to the utilization of "approved equal" equipment or material. Bidders under this Contract shall follow, State guidelines for the minimum wage rates and conditions of employment. Bidders shall provide the non-collusive bidding certificate required by Section 103-d of the General Municipal Law of the State of New York. Bidders on this work will be required to comply with the President's Executive Order No. 11246, as amended by Executive Order No. 11375. The requirements for Bidders and Contractors under this Order, which concerns non-discrimination in employment, are explained in the Information for Bidders.
