PUBLIC NOTICE TOWN OF URBANA ? NOTICE OF POTENTIAL IMPACTS TO FLOODPLAINS AND WETLANDS CURTISS PARK IMPROVEMENT PROJECT The Town of Urbana intends to seek financial assistance from USDA, Rural Housing Service (RHS), for improvements to Curtiss Park. Theproposed project includes installation of an ADA-accessible floating kayak launch and gangway; permeable-paver ADA parking; stone parking and access drives; pedestrian walkways; stormwater treatment features, including bioretention areas and dry ponds; site lighting; landscaping; lawn establishment; and minor grading, utility work, and erosion control measures. The project is located at Curtiss Park, on the east side of the Keuka Inlet, Town of Urbana, Steuben County, New York. All work will occur within existing developed recreation areas. The proposed project includes work within the 100-year floodplain (FEMA Zone AE). Portions of the project area meet the definition of a floodplain under Executive Order 11988. A section of the ADA access walkway to the floating kayak launch will also cross a small, delineated wetland near the shoreline. Although the walkway will be a suspended structure designed to avoid fill and maintain hydrology, the work is subject to Executive Order 11990. In accordance with Executive Order 11988, Floodplain Management, and USDA Departmental Regulation 9500-3, the purpose of this notice is to inform the public of this proposed action within the floodplain and request comments concerning the proposal, alternative sites or actions that would avoid these impacts, and methods that could be used to minimize the impacts. This language is derived from the USDA Rural Development template. In accordance with Executive Order 11990, Protection of Wetlands, USDA Rural Development also requests public comments on alternatives that would avoid or minimize impacts to wetlands.
