NOTICE OF ANNUAL SCHOOL DISTRICT MEETING AND BUDGET VOTE WHITNEY POINT CENTRAL SCHOOL DISTRICT CENTRAL SCHOOL DISTRICT BROOME, CHENANGO, CORTLAND AND TIOGA COUNTIES, NEW YORK NOTICE IS HEREBY GIVEN that the Board of Education of the Whitney Point Central School District Central School District, Broome, Chenango, Cortland and Tioga Counties, State of New York (the "School District"), will hold a Public Hearing on the Budget of the qualified voters of the School District at the High School Library, 10 Keibel Road, Whitney Point, New York on Tuesday, May 5, 2026, at 6:00 P.M. for the purpose of presenting the budget for the 2026-27 school year. NOTICE IS FURTHER GIVEN that a copy of the statement of the amount of money which will be required for School District purposes during the 2026-27 school year (the Budget), exclusive of public monies, as well as a copy of any propositions to be presented at said Annual School District Meeting and Budget Vote, may be obtained by any resident of the School District during business hours, between 7:45 AM and 3:45 PM at any School District building and the School District Office, during the 14 days before the Annual School District Meeting and Budget Vote, except Saturday, Sunday or holidays. The statement shall also be available on the School District's website and at all public libraries located within the School District. A Real Property Tax Exemption Report prepared in accordance with Section 495 of the Real Property Tax Law will be annexed to any tentative/preliminary budget as well as the final adopted budget of which it will form a part; and shall be posted on School District bulletin board(s) maintained for public notices, as well as on the School District's website. NOTICE IS FURTHER GIVEN that the Annual School District Meeting and Budget Vote of the qualified voters of the Whitney Point Central School District Central School District, counties of Broome, Chenango, Cortland and Tioga, New York, will be held on Tuesday, May 19, 2026, at the High School Cafeteria, 10 Keibel Road, Whitney Point, New York, between the hours of 1:00 PM and 8:00 PM, prevailing time, when the polls will be open for the purpose of voting by voting machine upon the following propositions: PROPOSITION NO. 1 Shall the following resolution be adopted, to wit: "RESOLVED, that the proposed budget of expenditures of the Whitney Point Central School District Central School District for the 2026-2027 Fiscal Year in the amount of $___, and for the purposes shown in the statement of estimated expenditures adopted by the Board of Education of the School District, be and the same hereby is approved and the amount thereof shall be raised by a levy of a tax upon the taxable property of the School District, after first deducting the monies available from New York State Aid and other sources as provided by law." PROPOSITION NO. 2 Shall the following resolution be adopted, to wit: "RESOLVED, that the Board of Education (the "Board") of the Whitney Point Central School District is hereby authorized and directed to purchase two (2) new 71 passenger diesel buses at a cost not to exceed $416,500 and two (2) new 42 passenger diesel wheelchair buses at a cost not to exceed $424,701, and to expend therefore not to exceed the estimated total cost of $841,201, including incidental expenses in connection therewith; and that such sum, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and in anticipation of such tax, shall the Board of Education be authorized to issue bonds or other obligations of the School District in the aggregate principal amount of up to $841,201." NOTICE IS ALSO GIVEN that petitions nominating candidates for the office of member of the Board of Education must be filed with the School District Clerk between the hours of 7:45 a.m. and 3:45 p.m. not later than April 20, 2026, at the District Office, High School Building, 10 Keibel Road, Whitney Point, NY 13862. Candidates must be a citizen of the United States, eighteen (18) years of age, able to read and write, a legal resident of the School District one (1) year prior to the election, not an employee of the Whitney Point Central School District and remain a qualified School District voter throughout the term of office. The following vacancies are to be filled: 1.A three (3) year term ending June 30, 2029, presently held by Aubrey Nawrocki 2.A three (3) year term ending June 30, 2029, presently held by Thomas Tasber 3.A three (3) year term ending June 30, 2029, presently held by Molly Willis Each petition must be directed to the School District Clerk, be signed by at least 25 qualified voters, shall state the residence of each signer, shall state the name and residence of each candidate and whether such candidates are nominated for full terms or for un-expired portions of such terms. The candidates receiving the largest number of votes shall be declared elected in accordance with Education Law Section 2018-b. No person shall be nominated by petition for more than one specific office. NOTICE IS FURTHER GIVEN that absentee ballots will be available for this Annual School District Meeting and Budget Vote. Applications for absentee ballots for the Annual School District Meeting and Budget Vote may be obtained at the Office of the School District Clerk, 10 Keibel Road, Whitney Point, New York. The application must be received by the School District Clerk at least seven (7) days prior to the election if the ballot is to be mailed to the voter or the day before the election, if the ballot will be picked up personally by the voter. Absentee ballots must be received at the Office of the School District Clerk by no later than 5:00 PM, prevailing time, on the day of the Annual School District Meeting and Budget Vote, May 19, 2026. A list of all persons to whom absentee ballots shall have been issued will be available for inspection by qualified voters of the School District at the School District Clerk's Office during regular business hours, 7:45 AM to 3:45 PM, prevailing time, until the day of the Annual School District Meeting and Budget Vote, and such list will also be posted at the polling place on the day of the Annual School District Meeting and Budget Vote, May 19, 2026. Any qualified voter in the polling place may object to the voting of the ballot upon appropriate grounds for making his/her challenge and the reason therefore known to the Inspector of Election before the close of the polls. NOTICE IS ALSO GIVEN that military voters who are not currently registered may apply to register as qualified voters of the school district. Military voters may request an application to register as a qualified voter from the District Clerk. Military voter registration application forms must be received in the Office of the District Clerk no later than 5:00 p.m. on May 6, 2026. In order for a military voter to be issued a military ballot, the school district must have received in the office of the school district clerk a valid ballot application no later than 5:00 pm on April 24, 2026. A military voter may designate a preference to receive a military voter registration, military ballot application or military ballot by mail, facsimile transmission or electronic mail in their request for such registration, ballot application, or ballot. Such designation shall remain in effect until revoked or changed by the military voter. Ballots for military voters shall be mailed, or otherwise distributed, no later than April 24, 2026.
