NOTICE OF SPECIAL MEETING OF THE SARATOGA SPRINGS CITY SCHOOL DISTRICT FOR THE PURPOSE OF SUBMITTING A RESOLU- TION FOR THE APPROPRIATION OF FUNDS FOR THE SARATOGA SPRINGS PUBLIC LIBRARY NOTICE IS HEREBY GIVEN, that a Special District Meeting of the qualified voters of the Saratoga Springs City School District, Saratoga County, New York, will be held in the Saratoga Springs Public Library, 49 Henry Street, Saratoga Springs, New York, on Thursday, April 23, 2026, at 9 a.m., prevailing time, for the purposes of voting, by pa- per ballot, upon the following item:

To adopt the Annual Budget of the Saratoga Springs Public Library for the

fiscal year 2026-2027, and to authorize the requi- site portion thereof to be raised by taxation on the taxable property of said School District.

FURTHER NOTICE IS HEREBY GIVEN, that a public information meeting will be held in the Saratoga Springs Public Library, 49 Henry Street, Saratoga Springs, New York, on Monday, April 20, 2026, at 7:00 o'clock p.m., to discuss the items set forth herein to be voted upon at the April 23, 2026, Spe- cial District Meeting; and

FURTHER NOTICE IS HEREBY GIVEN, that for the purpose of voting at the Special District Meeting on Thursday, April 23, 2026, the polls will be open between the hours of 9 a.m. and 9 p.m., and voting will be held in the Saratoga Springs Public Library, 49 Henry Street, Saratoga Springs, New York; and FURTHER NOTICE IS HEREBY GIVEN, that a copy of the statement of the amount of money which will be required for the ensuing year for the Sara- toga Springs Public Library's purposes, may be obtained by any taxpayer in the School District during the fourteen days immediately preceding the Special District Meeting, from the library, dur- ing all hours that the library, located at 49 Henry Street, Saratoga Springs, New York, is open to the public. These hours are: Monday to Thursday, 9 a.m. to 9 p.m.; Friday, 9 a.m. to 6 p.m.; and Satur- day 9 a.m. to 5 p.m. and Sunday, 12 p.m. to 5 p.m. FURTHER NOTICE IS HEREBY GIVEN, that personal registration of voters is required either pursuant to Section 2014 of the Education Law or pursuant to Article 5 of the Election Law. If a voter is regis- tered with the Saratoga County Board of Elections and is eligible to vote pursuant to Article 5 of the Election Law, such voter is also eligible to vote at this election. All other persons who wish to vote must register. The Board of Registration will meet for the purpose of registering all qualified voters of the District pursuant to Section 2014 of the Edu- cation Law at the Saratoga Springs Public Library, 49 Henry Street, Saratoga Springs, New York, on Thursday, March 26, 2026, between the hours of 9 a.m. and 4 p.m., to add any additional names to the register to be used at the aforesaid election, at which time any person will be entitled to have his or her name placed on such registers, providing that at the meeting of the Board of Registration he or she is known, or proven to the satisfaction of the Board of Registration to be then or thereaf- ter entitled to vote at the Special District Meeting on Thursday, April 23, 2026, and that the registers prepared pursuant to Section 2014 of the Educa- tion Law of the State of New York and the regis- tration list prepared by the Board of Elections of Saratoga County will be filed in the Office of the Clerk of the Saratoga Springs Public Library, 49 Henry Street, Saratoga Springs, New York, and will be open for inspection by any qualified voter of the District between the hours of 9:00 am and 5:00 p.m., prevailing time, on and after Monday, April 20, 2026, and each day thereafter prior to the day set for the special district meeting, except holidays, and Saturdays and Sundays.

FURTHER NOTICE IS HEREBY GIVEN, that pursu- ant to the provisions of 2018-a of the Education Law, absentee ballots for the election of a Trustee of the Library and adoption of the annual budget, may be applied for at the Office of the Clerk of the Saratoga Springs Public Library, 49 Henry Street, Saratoga Springs, New York, between 9:00 am and 5:00 pm. Such application must be received by 5:00 p.m. on Wednesday, April 15, 2026, if the ballot is to be mailed to the voter, or by 5:00 p.m. on Wednesday, April 22, 2026, if the ballot is to be personally picked up by the voter. A list of all per- sons to whom absentee ballots shall have been issued will be available at the Office of the Clerk of the Saratoga Springs Public Library, 49 Henry Street, Saratoga Springs, New York, on each of the six (6) days prior to Thursday, April 23, 2026, ex- cept Saturday, Sunday and holidays, and such list will be posted at the polling place in the Saratoga Springs Public Library on Thursday, April 23, 2026.
