COLUMBIA COUNTY LEGAL NOTICE New York State Department of Environmental Conservation Notice of Complete Application Date: 02/10/2026 Applicant: ROBERT SHAPIRO Facility: CLAVERACK BANK ST RTES 9H & 23 NEAR VALLEY LN Claverack, NY Application ID: 4-1028-00107/00001 Permits(s) Applied for: 1 - Article 23 Title 27 Mined Land Reclamation Project is located: in CLAVERACK in COLUMBIA COUNTY Project Description: The applicant has applied for a modification to their existing Mined Land Reclamation permit to vertically expand approximately 6.8 acres of the permitted 12.1-acre Life of Mine by 25 feet further below the groundwater table, for a new permitted excavation depth of 50 feet. The final floor elevation is proposed to be lowered from 165 feet above mean sea level (amsl) to 140' amsl within this area. No other changes to existing operations are proposed. Availability of Application Documents: Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person. State Environmental Quality Review (SEQR) Determination Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other involved agencies was performed and a Negative Declaration is on file. SEQR Lead Agency NYS Department of Environmental Conservation State Historic Preservation Act (SHPA) Determination Evaluation using a Structural-Archaeological Assessment Form or other information has concluded that the proposed activity will not impact registered, eligible or inventoried archaeological sites or historic structures.
