LIVINGSTON COUNTY RFQ Request for Qualifications (RFQ) Wastewater Engineering Services for the Town of Livonia CDBG Project #659PR124-25 PROJECT DESCRIPTION The Town of Livonia (the “Town”) is issuing a Request for Qualifications for procurement of qualified engineering firm(s) to assist with engineering tasks including the evaluation, study, design, environmental review, permitting, coordination with various agencies, and construction related services to complete work as requested by the Town. The selected engineer(s) would also be available to assist Town personnel with various engineering tasks and questions as the need arises. The Town is a grant recipient of a 2025 New York State Community Development Block Planning Grant (CDBG) in the amount of $1,500,000.00 for the Town of Livonia Sanitary Sewer Improvement Project (the “Project”). The purpose of the grant is to make various improvements to the Town’s existing sewer collection system, including upgrades and improvements to five (5) sewer lift stations within the Hemlock Sewer District. Since 2003 the Town has had a long-term lease agreement with the Livingston County Water and Sewer Authority (the “Authority”) to maintain and operate the Hemlock Sewer District. The Authority will be acting as the Project Manager for the project in assisting the Town with the management of the Project. The Town plans to authorize the selected engineer to proceed with this project immediately. All project bidding, construction administration, and inspection/closeout activities associated with these projects will be performed in accordance with Community Development Block grant and/or Federal requirements and regulations. The Town, utilizing a qualifications-based process, plans to select a consulting engineering firm licensed in the State of New York to complete the CDBG-funded Town of Livonia Sanitary Sewer Improvement Project. The Preliminary Engineering Report for the project and a copy of the successful CDBG application are available at the Town Hall (35 Commercial Street, Livonia, NY 14487), the Livingston County Water and Sewer Authority Administrative Offices (1997 D’Angelo Drive, Geneseo, NY 14454) and https://lcwsa.us/bidding-opportunities/ should additional specific project information be required. All qualified engineers will receive consideration without regard to race, color, religion, creed, sex, age, or national origin. The Town of Livonia strongly encourages MWBE and Section 3 firms to submit proposals and may partner with qualified MWBE and / or Section 3 firms to submit a proposal.
