ORANGE COUNTY LOCAL LAW NOTICE OF PUBLIC HEARING ON LOCAL LAW PUBLIC NOTICE IS HEREBY GIVEN that there has been presented to the County Executive of the County of Orange on February 5, 2026, a Local Law, a summary of which reads as follows: Local Law Introductory No. 1 of 2026 is a local law that amends local law number 7 of 2006, as last amended by local law number 11 of 2025, which establishes rules and regulations governing the discharge of sewage, industrial wastewater, and other waste into Orange County Sewer District No. 1 and discharges to the Harriman Sewage Treatment Plant, provides for the establishment and collection of charges for use of such sewer systems and sewers, and prescribes penalties for the violation of such rules and regulations. This Law applies to all users tributary to the Orange County Sewer District No. 1 system and the Harriman Sewage Treatment Plant as well as any publicly owned treatment works located within Orange County Sewer District No. 1 that is owned, operated and/or maintained by Orange County. It authorizes the issuance of wastewater discharge permits; provides for monitoring, compliance, and enforcement activities; establishes administrative review procedures; requires user reporting; and provides for the setting of fees for the equitable distribution of costs resulting from the programs established by the Law. This Law amends local law number 11 of 2025 to add definitions of a “restricted contract user” and “unauthorized out-of-district user”, adds sections pertaining to violations relative to both types of users, and clarifies the applicability of the Sewer Use Law. This Local Law shall be in full force and effect immediately following its passage, approval, and publication, as provided by law. Therefore, pursuant to Section 20 of the Municipal Home Rule Law, the County Executive of the County of Orange will hold a public hearing on the aforesaid Local Law at 255 Main Street, County Executive’s Office, Goshen, New York, on the 3rd day of March, 2026, at 11:30 o’clock in the morning of that day, at which time all persons interested therein will be heard.
