REQUEST FOR PROPOSAL: WELL MONITORING AND SAMPLING SERVICES Liberty Well Pumping Pilot Test Purpose: Delaware Engineering, D.P.C., on behalf of the Town of Liberty in Sullivan County, NY is requesting Monitoring Well Sampling Services during test pumping of a water supply well. The project site is located in the Village of Liberty. Project Description: The allowable withdrawal rate from the production well was decreased in the early 1990s to 175 gallons per minute (gpm) (250,000 gpd) in response to detections of MTBE, a gasoline additive, at the well. Since that time two nearby sources of petroleum contamination have been remediated, and multiple other underground storage tanks have been removed. The well is currently a secondary source public water supply source. The Village desires the ability to withdraw an additional 100,000 gallons per day (gpd), up to 350,000 gpd (240 gpm), for its public water supply, as a first step, and recognizes that monitoring for potential petroleum contamination induced movement toward the well in order to prevent contamination of the well by historical petroleum spills in the area is essential. The DOH approved a monitoring plan for this project, dated August 23, 2024, utilizing three existing and operational monitoring wells and the production well. Modifications to the site piping are also necessary to discharge test pump water. The pilot test is expected to continue for three months. Pump testing is expected to begin in February or March 2026. The DOH approved Monitoring Plan and a Site Map will be provided to the selected Subconsultant. Site access will be coordinated. Subconsultant Scope of Services: Monitoring will be carried out prior to commencement of the well pumping test, and every two weeks during the test for an approximate total of 7 total monitoring events. Sampling:Gage water levels at the existing monitoring wells (four wells; three monitoring wells and the production well).At the three monitoring wells purge 3 well volumes, containerize purge water for off-site disposal.At four wells collect results for basic water quality field parameters; Temperature, DO, pH, Sp.Cond. At four wells collect groundwater samples via low-flow methods for CP-51parameters.Send samples to a New York State accredited analytical laboratory, with resulting lab report copied to Delaware Engineering. Reporting: For each monitoring event provide a brief summary report of site work performed, conditions encountered, laboratory report and summary of analytical results as per the Monitoring Plan list of parameters (CP-51) and NYS MCLs.
