LEGAL NOTICE NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS (NOIRROF) February 18, 2026 Village of Victory 23 Pine Street / PO Box 305 Victory Mills, NY 12884 518-695-3808 On or about February 27, 2026 the Village of Vic- tory will submit a request to the Office of Commu- nity Renewal for the release of CDBG funds under Title 1 of the Housing and Community Develop- ment Act of 1974, as amended, to undertake a project known as Victory Home Improvement Pro- gram for the purpose of Housing Rehabilitation in the Village of Victory in the amount of $600,000. The activities proposed ARE CATEGORICALLY EXCLUDED UNDER HUD REGULATIONS AT 24 CFR PART 58 FROM NATIONAL ENVIRONMENTAL POL- ICY ACT REQUIREMENTS. An Environmental Re- view Record (ERR) that documents the environ- mental determinations for this project is on file at the Village Office, 23 Pine Street, Victory Mills NY 12884 and may be examined or copied weekdays 9A.M. to 3P.M. PUBLIC COMMENTS Any individual, group, or agency may submit writ- ten comments on the ERR to the Village of Victory. All comments received by February 23th will be considered by the Village of Victory prior to sub- mission of a request for release of funds. RELEASE OF FUNDS The Village of Victory certifies to the Office of Community Renewal that Corey Helwig in his/ her capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Office of Community Renewal's acceptance of the cer- tification satisfies its responsibilities under NEPA and allows the Village of Victory to use Program funds. OBJECTIONS TO RELEASE OF FUNDS The Office of Community Renewal will accept ob- jections to its release of fund and the Village of Victory certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certify- ing Officer of the Village of Victory; (b) the Vil- lage of Victory has omitted a step or failed to make a decision or finding required by HUD regu- lations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or under- taken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the Of- fice of Community Renewal; or (d) another Fed- eral agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environ- mental quality. Objections must be prepared and submitted in accordance with the required pro- cedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Crystal Loffler, Acting President, at Office of Community Renewal, Hampton Plaza, 38-40 State Street, 4th Floor, Albany, NY 12207.
