NOTICE OF SPECIAL MEETING OF THE QUALIFIED VOTERS BERLIN CENTRAL SCHOOL DISTRICT NOTICE IS HEREBY GIVEN that pursuant to a resolution adopted by the Board of Education of the Berlin Central School District on January 20, 2026, that a Special Meeting of the qualified voters of the Berlin Central School District shall be held at the Elementary School, 53 School Street, Berlin, New York, on Tuesday, March 17, 2026, between the hours of 12:00 noon and 9:00 p.m. The following propositions will be submitted for voter approval at said meeting: PROPOSITION I
Shall the following resolution be adopted, to wit:
RESOLVED, that the Board of Education of the Berlin Central School District is hereby authorized to undertake a District-wide capital project, consisting of the acquisition, construction, reconstruction, improvement, rehabilita- tion, repair, furnishing and equipping of District facilities at the District's Elementary School and Middle/High School, along with theacquisition of certain original furnishings, machinery, equipment, apparatus, implements and fixtures and other site work and incidental improvements required in connection therewith for such construction and school use, including, with- out limitation, the payment of costs preliminary and incidental thereto, as more fully described in the 2026 Capital Project I - Project I Scope Descrip- tion, dated January 2026 ("Project I") at a maximum estimated cost not to exceed $6,350,000 and is further authorized to expend such sum therefor, with up to $1,045,523 to be taken from the District's Capital Reserve Fund to pay for Project I costs, and with the remaining amount, less any State Aid awarded and any amounts expended from the District's unappropriated fund balance, to be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law, and in anticipation of such tax and State Aid, to issue bonds and notes (and renewals thereof) of said School District in the principal amount not to exceed $5,304,477 and to levy a tax to pay the principal of and interest on said obligations when due. PROPOSITION II
Shall the following resolution be adopted, to wit:

FURTHER NOTICE IS HEREBY GIVEN that the School District, acting as lead agency
to the extent necessary for this purpose under the State Environmental Quality Review Act and the applicable regulations promulgated thereun- der ("SEQRA"), has completed its environmental review and, on January 20, 2026, has duly determined and found the purpose to be a Type II action which will not have a significant impact on the environment and is not sub- ject to any further environmental review under SEQRA.
FURTHER NOTICE IS HEREBY GIVEN, that applications for ABSENTEE BAL- LOTS will be obtainable between the hours of 9 AM and 3 PM, Monday through Fri- day, except holidays, from the District Clerk. Completed applications must be received by the District Clerk at least seven (7) days before the Special Meeting if the ballot is to be mailed to the voter, or the day before the Spe- cial Meeting, if the ballot is to be delivered personally to the voter. Absentee ballots must be received by the District Clerk not later than 5 PM, prevailing time on Tuesday, March 17, 2026. A list of persons to whom absentee ballots are issued will be available for inspection to qualified voters of the District in the office of the District Clerk on and after March 12, 2026, between the hours of 9 AM and 3 PM on weekdays prior to the day set for the Special Meeting and on the day set for the vote. Any qualified voter may object to the voting of the ballot upon appropriate grounds for making his/her chal- lenge and the reasons therefore known to the Inspector of Election before the close of the polls.
FURTHER NOTICE IS HEREBY GIVEN, that in accordance with Section 2018-e of the N.Y. Education Law, applications for EARLY MAIL BALLOTS may be ap- plied for at the office of the District Clerk. Such applications must be received by the District Clerk at least seven (7) days before the Special Meeting if the Early Mail Ballot is to be mailed to the voter (Tuesday, March 10, 2026) OR the day before the Special Meeting (Tuesday, March 17, 2026), if the ballot is to be picked up personally by the voter or their authorized agent. Early Mail Ballots must be received in the office of the District Clerk not later than 5:00 P.M. on the day of the Special Meeting. A list of all persons to whom Early Mail Ballots shall have been issued will be available for public inspec- tion during regular office hours of 8:00 a.m. and 4:00 p.m. prevailing time, in the District Office on each of the five days prior to the day of the Special Meeting, except Sunday, and will also be available at the polling place at the Special Meeting. Any qualified voter may, upon examination of such list, file a written challenge of the qualifications as a voter of any person whose name appears on such list, stating the reasons for such challenge. FURTHER NOTICE IS HEREBY GIVEN, that military voters who are qualified voters
of the School District may apply for a Military Ballot by requesting an appli- cation from the District Clerk at (518) 658-1500 and ddemick@berlincentral. org. For a military voter to be issued a Military Ballot, the District Clerk must have received a valid ballot application no later than 5:00 p.m. on February 19, 2026. Military voters who are not currently registered to vote may apply to register as a qualified voter by filling out a Military Voter Registration Application, which can also be obtained by requesting an application from the District Clerk. Military Voter Registration Applications must be received by the District Clerk no later than 5:00 p.m. on February 19, 2026. Military voters may indicate a preference for receiving a military voter registration application, military ballot application, or military ballot by mail, fax, or e-mail in their request for such registration, ballot application, or ballot. The School District will transmit Military Ballots to military voters no later than February 20, 2026. Completed Military Ballots must be received by the School District by 5:00 p.m. on March 17, 2026, in order to be counted. FURTHER NOTICE IS HEREBY GIVEN, that the qualified voters of the School District shall be entitled to vote at said Special Meeting. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen years of age or older, and (3) resident within the School District for a period of thirty (30) days next preceding the Special Meeting. The School District may require all persons offering to vote at the Special Meeting to provide one form of proof of residency pursuant to Education Law 2018-c. Such form may include a driver's license, a non-driver identification card, a utility bill, or a voter registration card. Upon offer of proof of residency, the School Dis- trict may also require all persons offering to vote to provide their signature, printed name, and address.
