Box 1212 Westhampton Beach, NY 11978 PERMITS APPLIED FOR: Chapter 325, Wetlands – Wetlands Permit Application PROJECT DESCRIPTION AND LOCATION Application is for a Wetlands Permit, pursuant to Chapter 325 (Wetlands) of the Code of the Town of Southampton, to demolish and remove 211 linear feet of existing timber bulkhead, to construct 211 linear feet of new vinyl bulkhead heightened by 18 inches, with new wales, tie rods and deadmen as needed; to temporarily remove platform, on seaward side of bulkhead, during bulkhead demolition and reconstruction and to reinstall after completion of new bulkhead construction; to backfill new bulkhead with approximately 20 cubic yards of bluff compatible sand/soil, to plant the backfilled area, with beachgrass (Ammophila breviligulata) plugs spaced 12 inches on center throughout; to demolish and reconstruct three (3) 20 linear feet long timber groins and one (1) 13 linear foot groin, extending out seaward and perpendicular to the reconstructed bulkheads; to utilize a barge for the purposes of bulkhead and groin demolition and reconstruction; and to legalize semi-circular house deck addition located 37.0 feet landward of the bulkhead and wetlands, as well as landscape retaining wall and water access steps located 32 feet and 28 feet landward of wetlands, respectively, at residentially developed property, with frontage on the Little Peconic Bay and associated state and town regulated tidal wetlands, in accordance with the survey prepared by Lester Holden, dated October 9, 2006, last revised January 13, 2023, as well as with the drawing prepared by First Coastal dated April 01, 2025, received on August 21, 2025Subject premises are situated at 23 Bittersweet Lane, Noyac within an Zone R-20 zoning district. The parcel is identified as SCTM No. 900-3-1-44.7 and takes in 61,113 square feet. STATE ENVIRONMENTAL QUALITY REVIEW (SEQR) DETERMINATION The project is classified an Unlisted Action, and is not exempt from SEQRA review. APPROVING AUTHORITY Southampton Town Conservation Board A public hearing will be held by the Southampton Town Conservation Board on Wednesday, March 11, 2026 at 7:00 p.m., both in-person, at Southampton Town Hall, 116 Hampton Road, Southampton, New York, and via videoconferencing. Pursuant to Local Law No. 14 of 2022 , the public will have an opportunity to see and hear the meeting live both in-person as well as via videoconferencing, and to provide comments in either format, with a transcript provided upon request.
