SECTION 00 03 00 - NOTICE TO BIDDERS The North Rockland Central School District, Rockland County, NY, invites bid proposals for the following: North Rockland High School – Gymnasiums Renovation SED Control No.: 50-02-01-06-0-016-040 106 Hammond Rd, Thiells, NY 10984 North Rockland High School – Library Renovation SED Control No.: 50-02-01-06-0-016-041 106 Hammond Rd, Thiells, NY 10984 PUBLIC NOTICE is hereby given that sealed bids will be received for the North Rockland Central School District for North Rockland High School. The Scope of Work described in the documents consists of GC – General Construction, MC- Mechanical, PC-Plumbing, EC-Electrical for the following: CONTRACT 1 – NORTH ROCKLAND HIGH SCHOOL - GYMNASIUMS RENOVATION CONTRACT 2 – NORTH ROCKLAND HIGH SCHOOL – LIBRARY RENOVATION The bids shall be in accordance with the Instruction to Bidders, Specifications, Drawings, and terms of other Bid/Contract Documents. Bids will be received by the Board of Education, until 12:30pm, prevailing time on Monday, March 23rd, 2026 at North Rockland Central School District’s Office at 65 Chapel St, Garnerville, New York 10923. The bid opening will take place at the 65 Chapel St, Garnerville, New York 10923 at 1:00pm at which time they will be publicly opened and read aloud. If the District Office is closed on the above-stated date due to inclement weather or other emergency, bids will be opened on the next business day on which the District Office is open. Whether sent by mail, overnight delivery service or by means of personal delivery, the bidder is solely responsible for having the bid deposited on time at the place specified. The bidder assumes the risk of any delay in the mail or other delivery method chosen and in the handling of the bid by employees of the School District. OBTAINING DOCUMENTS Complete digital sets of Bidding Documents, including but not limited to the Instructions to Bidders, Drawings and Specifications, may be viewed online free of charge at www.revplans.com, or downloaded electronically for a non-refundable charge of one hundred dollars ($100.00), beginning on Monday February 23rd, 2026 at 1:00pm. Complete sets of Bidding Documents, including but not limited to the Instructions to Bidders, Drawings and Specifications, may be obtained from REV 28 Church Street, Unit 7, Warwick, NY 10990, upon depositing the sum of one hundred dollars ($100.00) for each combined set of documents. Checks or money orders shall be made payable to North Rockland Central School District. Bidder’s deposit will be refunded if the set is returned to REV in good condition within thirty (30) days following the award of the contract or the rejection of the bids covered by such Bidding Documents, including but not limited to the Instructions to Bidders, Drawings and Specifications. Non-bidders shall receive partial reimbursement, in an amount equal to the amount of the deposit, less the actual cost of reproduction of the documents if the set is returned in good condition within thirty (30) days following the award of the contract or the rejection of the bids covered by such Bidding Documents, including but not limited to the Instructions to Bidders, Drawings and Specifications. Any bidder requiring documents to be shipped shall make arrangements with the printer and pay for all packaging and shipping costs. BID SUBMISSIONS All bidders must be registered with the New York State Department of Labor (“NYSDOL”) pursuant to NYS Labor Law § 220-i, must submit their Certificates of Registration with the NYSDOL pursuant to NYS Labor Law § 220-i and must ensure each and every subcontractor engaged to perform work for them will be registered with the NYSDOL pursuant to NYS Labor Law § 220-i prior to commencing work on the Project. Bids must be presented on the forms provided in the Bid Documents in the manner designated therein. Each bid must be accompanied by security in the amount of not less than five percent (5%) of the bid, in the form and subject to the conditions stipulated in the Instructions to Bidders. No Bidders shall withdraw their bid within forty-five days (45) after the formal opening thereof. The bidder(s) awarded a contract will be required to furnish a One-Hundred percent (100%) Performance Bond, Labor and Material Payment Bond, and produce proof of having all insurance in amounts not less than specified under the General Conditions and Special Provisions. Site Inspection: An informational meeting and pre-bid walkthrough with the bidders will be held as outlined in this Invitation. The bid walkthrough is not mandatory however it is strongly recommended that all Bidders attend. It will commence at the site as follows: a. Date: Tuesday March 10, 2026 b. Local Prevailing Time: North Rockland High School @ 12:00pm c. Location: 106 Hammond Rd, Thiells, NY 10984 at the main entrance to the school. d. Any and all questions that may arise as a result of this meeting will be recorded and answered by the Addendum process. REQUESTS FOR INFORMATION All Pre-bid “Requests For Information” (RFI) or Clarification must be submitted NO LATER THAN Friday, March 13, 2026 @ 3:00pm. The North Rockland Central School District reserves the right to waive what it deems to be informalities relating to a specific bid, to waive what it deems to be informalities relating to the bidding process, to waive what it deems to be technical defects, irregularities and omissions relating to a specific bid, to request additional information from any bidder, to re-advertise and invite new bids, to reject any and all bids and to make bid awards that are consistent with its purchasing policy/regulations and which are in the best interests of the School District.
