LEGAL NOTICE FROM: PENN YAN PUBLIC LIBRARY TO: CHRONICLE EXPRESS CONTACT PERSON: Lauren Williams DATE: February 3, 2026 RELEASE: For Week of February 16th issue and next 3 issues for a total of 4 times before April 7th , 2026 NOTICE IS HEREBY GIVEN that a PUBLIC HEARING on the 2026-2027 proposed Penn Yan Public Library budget will be held on Tuesday March 31st , 2026 at 6:30 PM in the Penn Yan Public Library, 214 Main Street, Penn Yan, NY 14527. AND NOTICE IS ALSO GIVEN, that a special meeting of the voters of the Penn Yan Central School District will be held to consider a proposition to adopt the 2026-2027 budget for the Penn Yan Public Library and to elect trustees of the Penn Yan Public Library on Tuesday, April 7th 2026 between the hours of 9 AM and 8 PM at the Penn Yan Public Library, 214 Main Street, Penn Yan, New York. Paper ballots will be used. The following proposition will be offered to the electorate: PROPOSITION: PUBLIC LIBRARY BUDGET 2026-27 BE IT RESOLVED that the Board of Trustees of the Penn Yan Public Library is hereby authorized to expend the sum of $ 804,573 (Eight hundred four thousand, five hundred seventy-three dollars) as set forth in the proposed budget for 2026-2027 and the Board of Education of the Penn Yan Central School District is authorized and directed to levy the necessary tax therefore. NOTICE IS ALSO GIVEN that a copy of the statement of the amount of money which will be required for the ensuing year for library purposes, exclusive of public monies, may be obtained during the fourteen (14) days immediately preceding the annual meeting at the Penn Yan Public Library, during regular library hours, Monday-Friday, 9 AM-7:30 PM and Saturday 9 AM-4 PM. NOTICE IS GIVEN that petitions nominating candidates for the office of member of the Penn Yan Library Board must be filed with the Chairman of Election not later than March 9th , 2026 at 5 PM. Petitions (available at the library) must be directed to the Chairman of Election, Lauren Williams; must state the residence address of each candidate and must describe the specific vacancy for which the candidate is nominated, including the length of the term of office. BY ORDER OF THE BOARD OF TRUSTEES OF THE PENN YAN PUBLIC LIBRARY. In accordance with the resolution adopted by the Board of Education, all qualified individuals who wish to vote at Special District Meetings must register personally to vote. That is, to be eligible to vote, all qualified voters must pre-register and be listed on the district's voter register at the time of the vote. However, individuals who have already registered to vote in general, county-wide elections and who have voted in such an election during the last four calendar years or at the recent annual School District election, will be automatically placed on the district voter register and need not pre-register to vote at the upcoming special vote. NOTICE IS ALSO GIVEN, that the Board of Registration shall meet to prepare the register of the School District and any person shall be entitled to have his/her name placed upon such register provided that at such meeting of the Board of Registration he/she is known or proven to the satisfaction of such Board of Registration, to be then or thereafter entitled to vote at the school meeting or election for which such register is prepared. NOTICE IS ALSO HEREBY GIVEN that the Penn Yan Central School Board of Education has authorized the Chairman of Election/designee to provide absentee ballots to qualified District voters with respect to the referendum to be held at the special meeting. A District voter must request in advance an application for an absentee ballot. The voter must complete the application and state the reason he/she will not be able to appear in person on the day of the aforementioned special meeting. If the ballot is to be mailed to the voter, such application must be received no later than seven (7) days before the election. If the applicant delivers the application in person, such application must be received by the Chairman of Election/designee no later than the day before the election. Pursuant to the provisions of Education Law, a District voter is eligible to vote by absentee ballot only under the certain conditions, which are summarized as follows: a.) absent from the county of his or her residence; or b.) unable to appear at the polling place because of illness or physical disability Illness or physical disability or duties related to the primary care of one or more individuals who are will or physically disabled or because he or she will be or is a patient in a hospital; or c.) inmate or patient of veteran’s administration hospital; or Business responsibilities or studies, which require travel outside of the county or area of residence on the day of the election; d.) absent from his or her voting residence because he or she is detained in jail awaiting action by a grand jury or awaiting trial, or confined in jail or prison after a conviction for an offense other than a felony, provided that he or she is qualified to vote in the election district of his or her residence. An absentee ballot must reach the office of the Chairman of Election/designee not later than 5 p.m. on the day of the aforementioned special meeting in order for this vote to be canvassed or be postmarked by a governmental postal service not later than the day of the election and received no later than 7 days after the election. A list of all persons to whom absentee ballots have been issued shall be maintained by the Chairman of Election/designee and made available for public inspection. Any qualified voter challenging the acceptance of an absentee ballot must file a written statement with the Chairman of Election/designee or inform the election inspectors on the day of the District election.
