ORLEANS COUNTY LEGAL NOTICE HOLLEY CENTRAL SCHOOL DISTRICT NOTICE OF ANNUAL SCHOOL DISTRICT MEETING AND VOTE NOTICE IS HEREBY GIVEN that a public hearing for the qualified voters of the Holley Central School District (the “District”) on Tuesday , May 5 , 2026 at 6:00 p.m. in the District Office BOE Room at the Elementary School building located at 3800 North Main Street, Holley NY, for the purpose of presenting the District’s proposed 2026-2027 budget. AND NOTICE IS ALSO HEREBY GIVEN that the Annual School District Meeting and Vote of the District (the “Annual Meeting and Vote”) will be held on Tuesday, May 19, 2026 from 9:00 a.m. to 9:00 p.m. in the main entrance foyer of the District’s Middle/High School Building having an address of 16848 Lynch Road, Holley, New York, for the following purposes: (i) electing three (3) members of the Board of Education (the “Board”); (ii) voting on the District’s proposed budget for the 2026-2027 fiscal year; (iii) voting on the purchase of replacement school buses; (iv) raising funds for the Community Free Library; (v) Authorizing the Purchase of Vacant Land; (vi) Establishment of a Capital Reserve Fund; and (vii) transacting such other business as authorized by law or rules of the Board. AND NOTICE IS ALSO HEREBY GIVEN that the Board will have prepared and completed a detailed statement in writing of the amount of money which will be required for the 2026-2027 fiscal year for school purposes, specifying the several purposes and the amount for each. Such statement will be prepared and made available upon request to residents of the District from May 5, 2026 through May 19, 2026 , during the hours of 8:00 a.m. to 3:00 p.m.(exclusive of Saturdays, Sundays, or holidays) at the main offices in the Elementary School and the Middle/High School or at the District Office in the Elementary School. AND NOTICE IS ALSO HEREBY GIVEN that an election for members of the Board shall be held to fill three (3) positions on the Board consisting of the following: 2 three-year terms (resulting from the expiration of the terms of Trina Lorentz and Janet Klossner), and a one-year term (resulting from the resignation of Stephanie Merkley, which seat is currently vacant). The two candidates with the highest vote totals will each be elected to three (3) year terms commencing on July 1, 2026 and ending on June 30, 2029. The candidate with the third highest vote total will be elected to a (1) one-year term of office commencing on May 20, 2026 and ending on June 30, 2027. AND NOTICE IS ALSO HEREBY GIVEN that candidates for the office of member of the Board shall be nominated by petition, and that such petitions must be filed in the office of the Clerk of the District between the hours of 9:00 a.m. and 5:00 p.m., not later than April 20, 2026 . Each petition shall be filed in the office of the Clerk of the District, shall be signed by at least 25 qualified voters of the District, shall state the residence of each signer and shall state the name and residence of the candidate. Petitions may be obtained from the District Clerk in the Elementary School building located at 3800 North Main Street, Holley NY, during regular business hours Monday through Friday (except holidays). AND NOTICE IS ALSO HEREBY GIVEN that the qualified voters of the District shall be entitled to vote at the Annual Meeting and Vote. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen (18) years of age or older, and (3) resident within the Holley Central School District for a period of thirty (30) days preceding the Annual Meeting and Vote. The District may require all persons offering to vote at the budget vote and election to provide one form of proof of residency pursuant to Education Law 2018-c. Such form may include a driver’s license, a non-driver identification card, a utility bill, or a voter registration card. Upon offer of proof of residency, the District may also require all persons offering to vote to provide their signature, printed name and address. AND NOTICE IS ALSO HEREBY GIVEN that voting at the Annual Meeting and Vote shall consist of voting on the election of three (3) members of the Board, voting on the following propositions, and voting on such other propositions as may be authorized by law and the rules of the Board: PROPOSITION NO. 1 2026-2027 BUDGET Shall the following resolution be adopted, to wit: RESOLVED , that the budget for the Holley Central School District (the “District”) for the fiscal year commencing July 1, 2026 and ending June 30, 2027 , as presented by the Board of Education of the District, is hereby approved and adopted and the required funds therefor are hereby appropriated, and the necessary real property taxes required shall be raised by a tax on the taxable real property in the District to be levied and collected as required by law. PROPOSITION NO. 2 AUTHORIZING THE PURCHASE OF REPLACEMENT SCHOOL BUSES Shall the following resolution be adopted, to wit: RESOLVED , that the Board of Education of the Holley Central School District, Orleans and Monroe Counties, New York (the "District"), is hereby authorized to purchase school buses and similar vehicles, including equipment, machinery and apparatus used in connection therewith, for use in the transportation program of the District, at an estimated maximum cost of $374,000 (with such estimated maximum cost reflecting the value of any trade-ins), and the sum of $374,000, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of the District and all other eligible legal fund sources; and in anticipation of such tax, bonds or other obligations (including, without limitation, obligations arising under leases, lease/purchase contracts or installment purchase contracts) of the District are hereby authorized to be issued in an aggregate principal amount not to exceed $374,000 and shall be issued or entered into in accordance with applicable provisions of New York State law, and that New York State Transportation Aid funds expected to be received by the District are anticipated to offset a substantial part of such costs, and such funds, to the extent received, shall be applied to offset and reduce the amount of taxes herein authorized to be levied. PROPOSITION NO. 3 LOCAL LIBRARY APPROPRIATION Shall the following resolution be adopted, to wit: RESOLVED , that the annual appropriation for the operation of the Community Free Library is hereby increased by $5,309 for a total of $217,703, and the Board of Education of the Holley Central School District is hereby authorized to levy and collect taxes in the District for the payment thereof. PROPOSITION NO. 4 PURCHASE OF REAL PROPERY Shall the following resolution be adopted, to wit: RESOLVED , that the Board of Education (the “Board”) of the Holley Central School District, Orleans County, New York (the “District”) is hereby authorized to purchase a parcel of real property commonly known as High Street, Murray, New York, SBL No. 76.20-1-17.2 for the price of $12,500, subject to certain conditions set forth in the purchase contract between the parties, and upon such other terms and conditions as the Board shall deem appropriate, with such expenditures to be made from available funds of the District, without the necessity of borrowing. PROPOSITION NO. 5 ESTABLISHMENT OF A CAPITAL IMPROVEMENTS RESERVE FUND, 2026 Shall the following resolution be adopted, to wit: RESOLVED , that the Board of Education (the “Board”) of the Holley Central School District, Orleans and Monroe Counties, New York (the “District”) is hereby authorized to establish a capital improvements reserve fund pursuant to Section 3651 of the Education Law of the State of New York (the “Fund”); that the Fund shall be known as the “Capital Improvements Reserve Fund, 2026” of the District; that the Fund shall be established for the purpose of financing, in whole or in part, the acquisition, construction, reconstruction, expansion, renovation, alteration, and improvement of buildings, facilities, sites, and real property by the District, or the District’s share of the cost of any capital improvements project undertaken by a Board of Cooperative Educational Services (“BOCES”) of which the District is (or may become) a component district, including, in all cases, the acquisition of necessary furnishings, equipment, machinery, and apparatus; that the ultimate amount of the Fund shall be not greater than $10,000,000 (plus interest earned thereon); that the probable term of the Fund shall be not longer than fifteen (15) years; and that the permissible sources from which the Board is authorized to appropriate monies to the Fund from time to time shall be (A) amounts applied thereto from budgetary appropriations of the District; (B) unappropriated fund balance of the District as directed by
