NOTICE OF PUBLIC HEARING ANNUAL BUDGET VOTE AND ELECTION OF MEMBERS OF BOARD OF EDUCATION RAVENA-COEYMANS-SELKIRK CENTRAL SCHOOL DISTRICT NOTICE IS HEREBY GIVEN that a Budget Hearing on the proposed 2026-2027 Budget for Ravena-Coeymans-Selkirk Central School District shall be held at the Senior High School Library located at 2025 US Rt. 9W, Ravena, NY, on Wednesday, May 6, 2026, at 6:00 P.M., prevailing time, and shall be broadcasted virtually for public viewing via live stream at www.rcscsd.org. NOTICE IS ALSO GIVEN that the Ravena-Coeymans-Selkirk School District budget vote and election will be held on Tuesday, May 19, 2026, between the hours of 7:00 AM to 9:00 P.M., prevailing time, at the High School Gym located at 2025 US Rt. 9W, Ravena, NY, at which time the polls will be opened to vote by voting machine on the following items: 1. 2026-2027 BUDGET To adopt the annual budget of the Ravena-Coeymans-Selkirk Central School District for the fiscal year 2026-2027 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District. 2. BOARD OF EDUCATION VACANCIES To elect three (3) members of the Board of Education as follows: three (3) members for three (3) year terms, commencing on July 1, 2026, and expiring on June 30, 2029, to succeed Jacqueline Kalney, Michael Coyne, and Peter Ross. 3. To vote on the following propositions: PROPOSITION NO. 1 – CAPITAL IMPROVEMENT PROJECT Shall the following be adopted, to wit: Shall the Board of Education (the “Board”) of the Ravena-Coeymans-Selkirk Central School District, Albany and Greene Counties, New York (the “District”), be authorized to undertake a security capital project, consisting of the reconstruction and renovation of, and the construction of improvements and upgrades to, various District buildings and facilities (and the sites thereof) to implement various health, safety, accessibility and code compliance measures required by the State Education Department in connection with any significant capital improvements project, and to undertake various other measures generally as described in (but not to be limited by) the written plan prepared by the District with the assistance of Weston & Sampson (the “Proposition 1 Plan”), which is available for public inspection in the office of the District Clerk (collectively, the “Proposition 1 Project”), such work being anticipated to include, without limitation and to the extent as and where required, the particular elements described below. The proposed work will involve various renovations, upgrades, and site work improvements at various school buildings, including replacement and resurfacing of track, replacement of stadium lights, replacement of roof and skylights at multiple buildings, replacement of flooring at high school, replacement of pool liner, replacement of boiler burner, upgrades to science classrooms, replacement of HVAC equipment, replacement of hot water heaters, and replacement of elevator . The foregoing components of the Proposition 1 Project (or so much thereof as may be reasonably accomplished, given the level of construction bids received) will include the purchase of original furnishings, equipment, machinery, and apparatus required in connection with the purposes for which such buildings, facilities, and sites are used, and all ancillary or related work required in connection therewith. The District will be authorized to expend for the Proposition 1 Project , including for preliminary costs and costs incidental thereto and to the financing thereof, an amount not to exceed the estimated maximum cost of $16,423,449, provided that the detailed costs of the components of the Proposition 1 Project (as generally described in the Proposition 1 Plan may be reallocated among such components, or such components may be deleted, revised or supplemented if (1) the Board shall determine that such reallocation, deletion, revision or supplementation is in the best interests of the District, (2) the aggregate amount to be expended for the Proposition 1 Project shall not exceed $16,423,449, and (3) no material change shall be made in the overall scope and nature of the Proposition 1 Project ; and be it further authorized That the Board be authorized to expend or apply toward such Proposition 1 Project (during the current fiscal year of the District) the amount of $3,681,542 from the District’s Capital Reserve Fund; and be it further authorized That a tax is to be voted to finance the balance of the estimated maximum cost of the Proposition 1 Project in an amount not to exceed $12,741,907, such tax to be levied and collected in installments in such years and in such amounts as shall be determined by the Board; and be it further authorized That in anticipation of such tax, obligations of the District (including, without limitation, serial bonds, statutory installment bonds, and/or lease/purchase obligations) are authorized to be issued in an aggregate principal amount of not to exceed $12,741,907, and a tax is hereby voted to pay the interest on such obligations as the same shall become due and payable; and be it further authorized That the New York State Building Aid funds expected to be received by the District are anticipated to offset a substantial part of such costs, and such funds shall, to the extent received, be applied to offset the amount of taxes herein authorized to be levied? PROPOSITION NO. 2 –(Contingent) hvac cooling project If (and only if) Proposition No. 1 presented herewith shall be approved by the voters of the District, shall the following be adopted (please note that this Proposition No. 2, even if approved by the voters of the District, will have no effect, and the work described herein will not be undertaken, unless Proposition No. 1 is also approved), to wit: Shall the Board of Education (the “Board”) of the Ravena-Coeymans-Selkirk Central School District, Albany and Greene Counties, New York (the “District”), be authorized to undertake the second component of a proposed two-part District-wide capital improvements project, at an estimated maximum cost of $1,720,645, consisting of the i nstallation of HVAC cooling systems to multiple buildings , as generally described in (but not to be limited by) the written plan for this component that was prepared by the District with the assistance of Weston & Sampson (the “Proposition 2 Plan”), which is available for public inspection in the offices of the District Clerk (collectively, the “Proposition 2 Project”). The foregoing components of the Proposition 2 Project (or so much thereof as may be reasonably accomplished, given the level of construction bids received) will include the purchase of original furnishings, equipment, machinery and apparatus required in connection with the purposes for which such facilities and sites are used, and all ancillary or related work required in connection therewith.
