At a regular meeting of the Town Board for the Town of Trenton held the 11th day of March 2026 at the Trenton Town Offices located 8520 Old Poland Road, Barneveld, NY 13304.

ORDER SCHEDULING PUBLIC HEARINGPERTAINING TO THE PROPOSED FORMATION OF THE BARNEVELD WATER DISTRICT PURSUANT TO ARTICLE 12-A, SECTION 209-d OF THE TOWN LAW OF THE STATE OF NEW YORK

WHEREAS, the Town Board for the Town of Trenton, wishes to improve water delivery facilities owned by the Town and previously owned and maintained by the former Village of Barneveld, and to properly form a water district under the laws of the State of New York for users hooked into that existing water system; and

WHEREAS, the Town Board believes it in the best interest of the residents within the proposed district of the Town to form said water district; and

WHEREAS, to further consider a proposed water district to be known as the Barneveld Water District, and pursuant to Article 12-A of the Town Law of the State of New York, the Town Board directed Bernier, Carr & Associates, P.C. (BCA), of 327 Mullin Street, Watertown, New York 13601 to prepare a Map, Plan and Report of the proposed water district; and

WHEREAS, said Map, Plan and Report dated January 2026 was filed with the Town Clerk for the Town of Trenton as of the 11th day of March, 2026; and

WHEREAS, this Board has reviewed the Map, Plan and Report, and wishes to schedule a public hearing regarding the possible formation of a water improvement district to be known as the Barneveld Water District pursuant to Article 12-A Section 209-d of the Town Law of the State of New York.

NOW, THEREFORE, on motion made by Councilor Eric Taylor and seconded by Councilor James Mills, BE IT RESOLVED as follows:

1. That this Board will hold a Public Hearing pursuant to Section 209-d of the Town Law of the State of New York on the 8th day of April, 2026, at 6:30 p.m. at 8520 Old Poland Road, Barneveld, NY 13304, to consider the formation of a water district to be known as the Barneveld Water District, and directs that notice of same be given pursuant to law.

2. That pertaining to the proposed sewer district, the Town Board does hereby find as follows:

a. A description of the boundaries of the proposed sewer district is more particularly set forth in Schedule A attached hereto and made a part hereof.

b.The improvements proposed would be as follows:

i. The source of supply for The proposed project would be the MVWA water system. The proposed project includes transmission and distribution improvements, and two connections to the MVWA system: one connection northeast of Barneveld to MVWA's transmission main as the main source of supply, and one redundant connection to the Mapledale District, south of Barneveld.

ii. Initially, the proposed facilities will provide domestic service to 208 equivalent dwelling units (EDUS).

c. That the maximum amount proposed to be expended for the improvement and formation of the sewer district is Eleven Million One Hundred and Thirteen Thousand Dollars ($11,113,000.00).

d The annual debt service costs will be assessed against the properties within the Barneveld Water District on a unit basis.

i. Estimated Maximum Project Cost $11,113,000.00

ii.Estimated Anticipated Funding

WIIA Grant (60% or $5 Million cap) $5,000,000.00

CDBG Grant ($2 Million cap) $2,000,000.00

DWSRFLoan (0%, 30-year) $4,113,000.00

iii. Number of EDUS: Debt Service - 208

iv . Estimated cost per EDU breakdown per year.

Debt Service $137,100.00

e. The Map, Plan and Report describing such improvements as prepared by BCA dated January 2026 and filed in the Town Clerk's Office of the Town of Trenton, is available for public inspection, as well as by accessing the Town's website: https://trentonny.gov

f. That the Town Clerk of the Town of Trenton is hereby authorized and directed to publish a copy of this Resolution/Order in the Rome Sentinel, the official newspaper for the Town of Trenton, and to post a copy of same on the official bulletin board for the Town of Trenton in the time and manner required by law.
