LEGAL NOTICE OF PUBLIC HEARING ON THE BUDGET, ANNUAL MEETING, SCHOOL DISTRICT ELECTION, AND VOTE ON THE BUDGET AND PROPOSITIONS NOTICE IS HEREBY GIVEN that the Board of Education of the Warwick Valley Central School District, Orange County, New York, will hold a Public Hearing of the qualified voters of the School District at the Dorothy C. Wilson Education Center, West Street Extension, Warwick, New York, on Thursday, May 7, 2026 , at 7:00 P.M., for the purpose of presenting the budget document for the 2026-27 School Year. NOTICE IS FURTHER GIVEN that a copy of the statement of the amount of money which will be required for School District purposes during the 2026-27 school year (the Budget), exclusive of public monies, may be obtained by any resident of the District effective May 5, 2026 , during business hours, between 9:00 A.M. and 4:00 P.M. at each school building in the District, except Saturday, Sunday or holidays, at each public or free association library in the District and on the District’s website. The text of any propositions shall be made available at the same time. NOTICE IS FURTHER GIVEN that the Annual District Election and Budget Vote of the qualified voters of the District will be held on Tuesday, May 19, 2026 , between the hours of 7:00 AM and 9:00 PM, prevailing time, when the polls will be open for the purpose of voting by voting machine: 1. To elect three (3) members to the Board of Education for 3-year terms commencing July 1, 2026 and ending on June 30, 2029 . 2. To vote upon the adoption of the Budget of the School District for the 2026-27 fiscal year and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the School District; 3. To vote on the following propositions: A. Shall the Board of Education of the Warwick Valley Central School District be authorized to: (a) acquire five (5) school buses and incidental equipment at a maximum aggregate cost of $936,200; and to expend for the foregoing, including preliminary costs and costs incidental thereto and to the financing thereof, an amount not to exceed the estimated total cost of $936,200; (b) to expend an amount not to exceed $364,000 from the Bus Capital Reserve Fund for such purpose; (c) that a tax is hereby voted in the amount of not to exceed $572,200 to finance such cost, such tax to be levied and collected in installments in such years and in such amounts as shall be determined by the Board of Education; and (d) that in anticipation of said tax, bonds of the District are hereby authorized to be issued in the principal amount of not to exceed $572,200 and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable. B. Shall the Board of Education of the Warwick Valley Central School District fund the repair reserve fund established by the Board of Education pursuant to the provisions of Section 6-d of the General Municipal Law, by transferring funds from unappropriated, unassigned fund balance at the end of each school year to the repair reserve fund, effective the 2026-27 school year, up to a maximum amount of $2,000,000 over a maximum period of 15 years? 4. To vote on any other proposition legally proposed. NOTICE IS FURTHER GIVEN that for the purposes of voting, the School District has been divided into three election districts, and that an accurate description of the boundaries of these school election districts is on file and may be inspected in the Office of the Board of Education, at the Administration Office in the Dorothy C. Wilson Education Center on West Street Extension, Warwick, New York. NOTICE IS FURTHER GIVEN that the Annual School District Election and Vote will be held at the following polling places in the School Election Districts hereinafter set forth: In the First School Election District - Pine Island District - At the Pine Island Firehouse located at 684 County Route One, Pine Island, NY; In the Second School Election District - Village District - At the Dorothy C. Wilson Education Center, in the Middle School addition, located at 225 West Street Extension, Warwick, NY; In the Third School Election District - Kings District - At the Kings Elementary School located at 199 Kings Highway, Warwick, NY. NOTICE IS FURTHER GIVEN that petitions for nominating candidates for the office of member of the Board of Education must be filed in the Office of the District Clerk between the hours of 9:00 A.M. and 5:00 P.M. no later than Monday, April 20, 2026 , in the form and manner prescribed by Section 2018 of the Education Law. Nominating petitions must be signed by at least 27 qualified voters of the District, shall state the name and residence address of each signer and the name and residence address of the candidate. Petition forms may be obtained at the Office of the District Clerk, Dorothy C. Wilson Education Center, West Street Extension, Warwick, NY, during regular business hours, 9:00 AM to 4:00 PM, except Saturday and Sunday, or may be obtained on the District website. NOTICE IS FURTHER GIVEN that personal registration of voters is required pursuant to Section 2014 of the Education Law. If a voter has heretofore registered to vote with the School District and has voted at an annual or special school district meeting within the last four calendar years, s/he is eligible to vote at this election and vote. If an eligible voter is currently registered to vote with the Orange County Board of Elections, s/he is also eligible to vote in this election and vote. All other persons who wish to vote must register with the School District or the County Board of Elections. NOTICE IS FURTHER GIVEN that any qualified voter may register to vote for the Annual School District Election and Vote during regular business hours, from 9:00 A.M. to 4:00 P.M., on any day when school is in session at the District Office, Dorothy C. Wilson Education Center, West Street Extension, Warwick, NY, until May 14, 2026 . NOTICE IS FURTHER GIVEN that the Register of voters so prepared, including the names of military voters who submit a valid military voter registration, shall be filed in the Office of the District Clerk and shall be open for inspection by any qualified voter of the District between the hours of 9:00 AM and 4:00 PM on May 12, 13, 14, 15 and 18, 2026, and from 9:00 A.M. to 12:00 Noon on Saturday, May 16, 2026 by appointment only . Said Register will be open for inspection at each of the polling places during the Annual School District Election and Vote. NOTICE IS FURTHER GIVEN that applications for early mail ballots and applications for absentee ballots for the Annual School District Election and Vote to be held on May 19, 2026 , may be obtained at the Office of the District Clerk between the hours of 9:00 AM and 4:00 PM. The early mail ballot or absentee ballot application must be received by the District Clerk no more than thirty (30) days and at least seven (7) days prior to the election if the ballot is to be mailed to the voter, or the application may be submitted in person no later than the day before the vote if the ballot will be picked up personally by the voter or the voter’s designated agent set forth in the application at the District Clerk’s Office . Absentee ballots and early mail ballots must be received by the District Clerk by no later than 5:00 PM, prevailing time, on Tuesday, May 19, 2026 . Separate lists of all persons to whom early mail ballots and all persons to whom absentee ballots have been issued as well as a list of all persons to whom military ballots have been issued, will be available for inspection to qualified voters of the District at the Office of the District Clerk during regular office hours, 9:00 AM to 4:00 PM, prevailing time, until the day of the Election and Vote. Any qualified voter may file a written challenge of the qualifications of a voter, whose name appears on any such list, stating the reasons for the challenge. Military Voters who are not currently registered to vote may obtain an application to register as a qualified voter of the District for the Annual Meeting on May 19, 2026 by contacting the District Clerk at P.
