GENESEE COUNTY NOTICE OF PUBLIC HEARING NOTICE OF PUBLIC HEARING, BUDGET VOTE AND ELECTION ALDEN CENTRAL SCHOOL DISTRICT NOTICE IS HEREBY GIVEN that the Budget Hearing of the qualified voters of the Alden Central School District (the “District”) will be held on Thursday, May 7, 2026, at 5:30 p.m., at the Alden Central High School Library/Media Center, 13190 Park Street, in the Village of Alden, New York, for the presentation of the District’s proposed 2026-2027 budget. NOTICE IS FURTHER GIVEN that the Annual School District Budget Vote and Election of the District will be held on Tuesday, May 19, 2026, from 9:00 a.m., to 9:00 p.m., at the Alden Central High School cafeteria, 13190 Park Street, in the Village of Alden, New York, for the purpose of voting on the District’s budget for the 2026-2027 fiscal year, the election of one (1) member of the District’s Board of Education (the “Board”), voting on three (3) additional propositions set forth below, and transacting such other business as authorized by the law or rules of the Board. NOTICE IS FURTHER GIVEN that voting at the Annual School District Budget Vote and Election shall consist of voting on the budget, the election of one (1) member of the Board, and other such propositions as may be lawfully presented: PROPOSITION NO. 1 – 2026-2027 BUDGET Shall the following resolution be adopted? RESOLVED, that the budget for the Alden Central School District (the “District”) for the fiscal year commencing July 1, 2026, and ending June 30, 2027, as presented by the Board of Education of the District, is hereby approved and adopted and the required funds therefor are hereby appropriated and the necessary real property taxes required shall be raised by a tax on the taxable real property in the District to be levied and collected as required by law. PROPOSITION NO. 2 – PURCHASE OF SCHOOL BUSES Shall the following resolution be adopted? RESOLVED, that the Board of Education of the Alden Central School District (the “District”) is hereby authorized to purchase school buses and similar vehicles and related equipment and supplies for use in the transportation program of the District at an estimated collective maximum cost of $1,120,000, and that such sum shall be paid by (a) an expenditure of $648,930 from the District’s “School Bus Reserve Fund 2018” that was established by the voters of the District in May of 2018 and (b) an expenditure of $471,070 from the District’s “School Bus Reserve Fund 2022” that was established by the voters of the District in May of 2022. PROPOSITION NO. 3 – PURCHASE OF BUILDINGS AND GROUNDS EQUIPMENT Shall the following resolution be adopted? RESOLVED , that the Board of Education of the Alden Central School District (the “District”) is hereby authorized to expend $113,000 from the capital reserve fund of the District known as the “Buildings and Grounds Equipment Capital Reserve Fund 2016” that was established by the voters of the District in May of 2016 for purposes of purchasing the following items of equipment (or their substantial equivalents) for use in the buildings and grounds maintenance program of the District: (a) a compact utility 52 PTO horsepower tractor with a hydraulic loader mount snowblower and a skid steer carrier adaptor, and (b) a utility gator. PROPOSITION NO. 4 – BUILDINGS AND GROUNDS EQUIPMENT CAPITAL RESERVE FUND Shall the following proposition be adopted? RESOLVED , that the Board of Education (the “Board”) of the Alden Central School District (the “District”) is hereby authorized to establish a capital reserve fund pursuant to Section 3651 of the Education Law of the State of New York (the “Fund”); that the Fund shall be known as the “Buildings and Grounds Equipment Capital Reserve Fund - 2026 (the “Fund”)”; that the Fund shall be established for the purpose of funding the acquisition of buildings and grounds equipment for use in the maintenance program of the District; that the ultimate amount of such fund shall be not greater than $900,000 plus interest earned thereon; that the probable term of such fund shall be not longer than 10 years; and that the sources of the monies for the Fund shall be (a) amounts applied thereto from budgetary appropriations of the District from time to time, (b) amounts from unrestricted fund balance of the District as directed by the Board from time to time; (c) proceeds from the sale of real or personal property owned by the District, if permitted by law and if so directed by the Board; and (d) such other sources as the Board or the voters of the District may direct from time to time, all as may be permitted by law. NOTICE IS FURTHER GIVEN that voting machines will be used to record the vote on the budget, on all propositions, and on the election of members of the Board. NOTICE IS FURTHER GIVEN that all candidates for the office of member of the Board shall be nominated by petition. Petitions may be obtained from the District Clerk between the hours of 7:00 a.m. and 3:30 p.m., Monday through Friday (except holidays) and must be filed with the District Clerk by no later than 5:00 p.m., on Monday, April 20, 2026. Each petition must be signed by at least twenty-five (25) qualified voters of the District or two percent (2%) of the voters who voted in the 2025 annual election of the members of the Board, whichever is greater; and must state the name and residence of the candidate, and the residence of each signer. NOTICE IS FURTHER GIVEN that an election for members of the Board shall be held to fill one (1) at-large position on the Board. The candidate receiving the highest vote total shall be elected to a five-year term commencing July 1, 2026 and ending on June 30, 2031. NOTICE IS FURTHER GIVEN that the Board will have prepared and completed a detailed statement in writing of the amount of money which will be required during the District’s 2026-2027 fiscal year for school purposes, specifying the several purposes and the amount for each. The amount for each purpose estimated as necessary for payments to Boards of Cooperative Educational Services shall be shown in full, with no deduction of estimated state aid. The amount of state aid provided and its percentage relationship to the total expenditures shall also be shown. Such statement shall be completed at least seven (7) days before the budget hearing, at which it is to be presented, and copies thereof shall be prepared and made available, upon request, to residents within the District during the period of seven (7) days before the budget hearing and/or fourteen (14) days immediately preceding the Annual School District Budget Vote and Election (from May 5, 2026 through May 19, 2026), at each school building in the District, and in the District Office, between the hours of 7:00 a.m. to 4:00 p.m., except on Saturdays, Sundays, and holidays. NOTICE IS FURTHER GIVEN that applications for absentee and early mail ballots may be obtained at the office of the District Clerk, 13190 Park Street, Alden, New York, up to 30 days prior to the Annual School District Budget Vote and Election between the hours of 9:00 a.m. and 4:00 p.m., except Saturdays, Sundays, and holidays. Completed applications must be received by the District Clerk at least seven (7) days before the Annual School District Budget Vote and Election, if the ballot is to be mailed to the voter, or on the day before the Annual School District Budget Vote and Election if the ballot is to be issued to the voter in person. Absentee and early mail ballots must be received by the District Clerk no later than 5:00 p.m. on Tuesday, May 19, 2026, in order to be canvassed and counted. A list of all persons to whom absentee and early mail ballots have been issued will be available for inspection by any qualified voter of the District in the office of the District Clerk between the hours of 7:00 a.m., and 3:30 p.m., until the day set for voting, except for Saturdays, Sundays, and holidays, and such list will also be posted at the polling place on the day of the Annual School District Budget Vote and Election. NOTICE IS FURTHER GIVEN that military voters who are qualified voters of the District may apply for a military ballot by requesting an application from the District Clerk by mail to 13190 Park Street, Alden, New York, or by email at: trogers@aldenschools.org. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 p.m. on April 23, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail.
