WYOMING COUNTY LEGAL NOTICE ATTICA CENTRAL SCHOOL DISTRICT NOTICE OF ANNUAL SCHOOL DISTRICT PUBLIC HEARING AND VOTE NOTICE IS HEREBY GIVEN, that the Board of Education (the "Board") of the Attica Central School District, Wyoming County, New York (the "District") has scheduled a Public Hearing for the qualified voters of the District on May 12, 2026, at 5:00 p.m. at the Attica High School Cafeteria, 3338 E. Main Street, Attica, NY, for the presentation of the District's proposed budget for the 2026-27 school year. AND FURTHER NOTICE IS HEREBY GIVEN, that the Annual School District Vote (the "Annual Vote") of the District will be held on Tuesday, May 19, 2026 from 1:00 o'clock p.m. to 9:00 o'clock p.m. in the High School Performing Arts Center (Auditorium) Lobby, 3338 E. Main St., Attica, NY, for the purposes of: (i) electing three (3) members of the Board of Education of the District; (ii) electing two(2) members of the Board of Trustees of the Stevens Memorial Community Library (the "Library") for the terms specified below; (iii) voting on the budget of the District for the 2026-27 fiscal year; (iv) raising funds for the Library for the 2026-27 fiscal year; approving the purchase of technology equipment for use by the District; and (v) transacting such other business as may be authorized by law. AND FURTHER NOTICE IS HEREBY GIVEN, that the Board will have prepared a detailed statement in writing of the amount of money that will be required during the District's 2026-2027 fiscal year for school purposes, specifying the several purposes and the amount for each. Such statement shall be completed at least seven (7) days before the budget hearing at which it is to be presented and copies thereof shall be prepared and made available, upon request, to residents within the District during the period of seven (7) days before the budget hearing as well as the fourteen (14) days immediately preceding the Annual Vote, and may be obtained by any resident in the District at each school house in the District in which school is maintained during the hours of 8:00 a.m. to 4:00 p.m. on and after May 5, 2026, excluding Saturdays, Sundays and holidays, and in the District Office. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen years of age or older, and (3) a resident of the District for a period of thirty (30) days next preceding the Annual Vote. Any person who would not be qualified to vote under the provisions of Sections 5-100 and 5-106 of the Election Law shall not have the right to vote in the Annual Vote. The District will require all persons presuming to vote to provide one form of proof of residency pursuant to Education Law Section 2018-c. Such form may include a driver's license, a non-driver identification card, a utility bill, or a voter registration card. Upon offer of proof of residency, the District may also require all persons presuming to vote to provide their signature, printed name and address. AND FURTHER NOTICE IS HEREBY GIVEN, that all candidates for the office of member of the Board shall be nominated by petition. Petitions nominating candidates for the office of member of the Board shall be directed to the District Clerk, shall be signed by at least twenty-five (25) qualified voters of the District or two percent of the number of voters who voted in the previous Annual Vote, whichever is greater, shall state the name and residence of the candidate, shall state the residence of each signer, and must be filed in the District Clerk's office, 3338 East Main St., Attica, NY, no later than 5:00 p.m. on Monday, April 20, 2026. AND FURTHER NOTICE IS HEREBY GIVEN, that the election of members of the Board will be held to fill three (3) at-large positions on the Board resulting from the expiration, on June 30, 2026, of the terms of three incumbent members. The candidates receiving the three (3) highest vote totals will each be elected to three (3) year terms commencing July 1, 2026 and expiring on June 30, 2029. AND FURTHER NOTICE IS HEREBY GIVEN, that the election of members of the Board of Trustees for the Stevens Memorial Library will be held to fill two (2) at-large positions for five (5) year terms commencing July 1, 2026, and expiring on June 30, 2031. The following candidates will appear on the ballot: Sandra Eck AND FURTHER NOTICE IS HEREBY GIVEN, that applications for absentee ballots and early mail voting ballots for the Annual Meeting and Vote may be obtained at the District Clerk's office between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday, excluding holidays. Completed applications must be received by the District Clerk at least seven (7) days before the Annual Meeting and Vote, only if the qualified voter's application requests that the absentee ballot be mailed. or no later than the day before the Annual Vote, if the ballot is to be issued personally to the voter at the office of the District Clerk located at 3338 East Main Street, Attica, NY. All completed absentee ballots and early mail voting ballots must be received by the District Clerk not later than 5:00 p.m. on May 19, 2026, (the day of the Annual Vote) to be canvassed and counted. No absentee or early mail ballot will be canvassed and counted unless it is received in the office of the District Clerk prior to 5:00 p.m. on May 19, 2026. A list of all persons to whom absentee and early mail voting ballots have been issued will be available for inspection in the District Clerk's office beginning on and after May 14, 2026, between 9:00 a.m. and 4:00 p.m. on each of the five (5) days prior to the day of the Annual Vote, except for Sundays, and said list will be posted at the polling place. Any qualified voter may challenge the acceptance of an absentee or early mail ballot of any person on such list by making the challenge and the reasons therefore known to the Inspector of Election before the close of the polls. AND FURTHER NOTICE IS HEREBY GIVEN, that military voters who are qualified voters of the District may apply for a military ballot by requesting an application from the District Clerk. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 p.m., on April 23, 2026. In a request for such applications, military voters may indicate their preference for receiving applications or ballots by mail, facsimile transmission or electronic mail. Irrespective of the preferred method of transmission designated by a military voter, a military voter's original military ballot application and military ballot must be returned by mail or in person to the office of the District Clerk and the ballot received no later than 5:00 PM on May 19, 2026, to be canvassed and counted. AND FURTHER NOTICE IS HEREBY GIVEN, that pursuant to a rule adopted by the Board under §§2035 and 2008 of the Education Law, any referenda or propositions to amend the budget, or otherwise to be submitted for voting at the Annual Vote must comply with the Board's adopted rules set forth in District Policy 1650. However, the Board will not entertain any petition to place before the voters any proposition the purpose of which is not within the powers of the voters to determine, or any proposition which fails to include a specific appropriation where the proposition requires the expenditure of monies. The Board has adopted Rules for the Use of Voting machines and printed copies for general distribution are available at the office of the District Clerk located at 3338 East Main St., Attica, NY, during regular business hours AND FURTHER NOTICE IS HEREBY GIVEN, that voting at the Annual Vote shall consist of the Board election, voting on the election of library trustees, voting on the following propositions, and voting on any other propositions that may be authorized by law and the rules of the Board to be voted on at such time: PROPOSITION #1 - BUDGET Shall the following resolution be adopted?
