OSWEGO COUNTY NOTICE OF SPECIAL SCHOOL DISTRICT MEETING AND REGISTRATION OF VOTERS NOTICE OF BUDGET HEARING AND VOTE Central Square Central School District Budget Hearing A budget hearing for the inhabitants of the Central Square Central School District qualified to vote at School District meetings will be held at Paul V. Moore High School, commencing at 6:00 p.m. on Monday, May 11, 2026 where there shall be presented the proposed School District budget for the 2026-2027 school year. Date of Vote The vote upon the appropriation of the necessary funds to meet the estimated expenditures or for any propositions involving the expenditure of money or the authorizing of levy of taxes, as well as the election of members of the Board of Education shall be held on Tuesday, May 19, 2026 at the following election districts: Election District #1 at the Central Square American Legion, 3301 Fulton Avenue, Central Square; Election District #2 at the Constantia VFW, 1560 State Route 49, Constantia, and Election District #3 at the Brewerton Elementary School, 9530 Brewerton Road, Brewerton, between the hours of 8:00 a.m. and 9:00 p.m., EDST. Statement of Money Required for Next School Year (Proposition #1) A copy of the statement of the amount of money which would be required for the next school year for school purposes shall be completed seven days before the budget hearing and may be obtained by any resident of the District at each schoolhouse during the period of 14 days immediately before the annual meeting and election, between the hours of 9:00 a.m. and 3:00 p.m., except Saturday, Sunday or holiday. Vote for Board Members Anyone wishing to obtain a petition for the three vacant seats (three 3-year terms), please contact Pearl Horn, District Clerk, at the District Office in the Paul V. Moore High School, 44 School Drive, Central Square, New York or on the District website at www.cssd.org. Petitions nominating candidates for the office of member of the Board of Education must be filed with the Clerk of the District between the hours of 9:00 a.m. and 4:00 p.m. on the last day they are due, which is April 20, 2026, the office will be open until 5:00 p.m. Each petition must be addressed to the Clerk of the District, be signed by at least 51 qualified voters of the District, shall state the residence of each signer, the name and address of the candidate, and shall include at least the length of term of office. Additional Propositions Proposition #2 Shall the Board of Education of the Central Square Central School District be authorized to purchase and finance six (6) diesel, 65-passenger student transportation vehicles, three (3) gasoline, 30-passenger student transportation vehicles and two (2) 8-passenger Ford Transit all-wheel drive vans, including necessary furnishings, fixtures and equipment and all other costs incidental thereto, and expend a total sum not to exceed $1,682,067, which is estimated to be the total maximum cost thereof, and said amount, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District, in the principal amount not to exceed $1,682,067, shall be issued. Proposition #3 Shall the Board of Education of the Central Square Central School District, County of Oswego, State of New York, pursuant to Education Law, Section 295, be authorized to levy and collect an annual tax, year after year, separate and apart from the annual school district budget, in the amount of $30,000 (in addition to the current annual appropriation of $95,000 for a total of $125,000 annually), which shall be paid to the Central Square Library for the support and maintenance of the library, with this appropriated amount to be the annual appropriation until thereafter modified by a future vote of the electors of the Central Square Central School District. Absentee Ballots NOTICE IS FURTHER GIVEN that qualified voters of the District may obtain applications for an absentee ballot or early mail ballot from the office of the Clerk of the District. Completed applications must be received by the Clerk of the District no later than 4:00 p.m. on May 18, 2026, and must be received no later than 4:00 p.m. on May 12, 2026 if the absentee ballot/early mail ballot is to be mailed to the voter. Completed applications received after 4:00 p.m. on May 12, 2026 will require the voter to personally appear at the office of the Clerk of the District to receive an absentee ballot/early mail ballot. A listing of all persons to whom an absentee ballot/early mail ballot is issued will be available for inspection by any qualified voter in the office of the Clerk of the District between the hours of 8:00 a.m. and 4:00 p.m. during each of the 5 business days prior to the election, and shall also be available at each of the polling places during the election. NOTICE IS FURTHER GIVEN that military ballots may be applied for by qualified voters by requesting an application from the District Clerk at 315-668-4220, ext. 70221 or Phorn@cssdapps.org . Completed applications for military ballots must be received by the Clerk no later than 4:00 p.m. on April 24, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail. An individual will qualify as a military voter if he or she (1) is a qualified voter of the State of New York, who is in actual military service, and by reason of such military service is absent from the District on the day of the election, or is a voter who is discharged from military service within 30 days of an election; or (2) a spouse, parent, child, or dependent of such service member who is a qualified voter and is absent due to accompanying or being with the military service member. NOTICE IS FURTHER GIVEN that the District Clerk is hereby authorized and directed in the name and on behalf of the District to do all acts and things necessary, following the advice and counsel of the District’s Attorney and the District’s Bond Counsel, to comply with all applicable laws, regulations and executive orders relating to the Annual Meeting to be held on May 19, 2026, and to do all other acts as may be necessary, or in the opinion of the District’s Attorney and the District’s Bond Counsel, desirable or proper to effectuate the purposes of the foregoing Resolution and to cause compliance by the District with all applicable laws, regulations and executive orders relating to the notice of, and procedural steps to be taken in connection with such Annual Meeting. Registration Personal registration of voters is required for the annual vote, and no person shall be entitled to the vote thereat whose name does not appear in the register of the School District, except those persons who are currently registered to vote with the Board of Elections. Persons otherwise qualified to vote who voted in any annual vote conducted within four calendar years before the preparation of the register need not personally register for this vote. The District Clerk shall conduct voter registration Monday through Friday between the hours of 8:00 a.m. and 4:00 p.m. through Thursday, May 14, 2026 at the District Office for each of the three election districts: Election District #1-Central Square American Legion, 3301 Fulton Avenue, Central Square; Election District #2-Constantia VFW, 1560 State Route 49, Constantia, and Election District #3-Brewerton Elementary School, 9530 Brewerton Road, Brewerton. Any person shall be entitled to have his or her name placed upon such register in the election district in which that person resides, provided that in such meeting of the Board of Registration that person is known or proven to the satisfaction of such members to be then and thereafter entitled to vote at the annual vote for which the registration is prepared. Any person 18 years of age or over, a citizen of the United States, and a resident of the School District for 30 days preceding the date for voting is entitled to register and vote. The register of the School District so prepared shall be filed five days before the date of the vote in the office of the District Clerk, located at the Central Square Central School District Office where it shall be open for inspection by any qualified voter of the district between the hours of 9:00 a.m. – 4:00 p.m., each day up to and including the day set for the vote, except Saturday and Sunday.
