NOTICE OF PUBLIC HEARING, ANNUAL MEETING, BUDGET VOTE AND ELECTION CLINTON CENTRAL SCHOOL DISTRICT TOWN OF KIRKLAND, COUNTY OF ONEIDA, NEW YORK NOTICE IS HEREBY GIVEN, that a Public Hearing of the qualified voters of the Clinton Central School District, Oneida County, State of New York (the “District” ) will be held in said District on Tuesday, May 12, 2026 at 6:00 PM prevailing time in the High School Comets Library for the presentation of the budget document. Information is available at www.ccs.edu. FURTHER NOTICE IS HEREBY GIVEN that the District’s annual meeting, budget vote and election will be held on May 19, 2026 between the hours of 12:00 PM and 8:00 PM, prevailing time, in the Clinton Central School Performing Arts Theater Lobby, 75 Chenango Ave, Clinton, New York, at which time the polls will be open to vote by voting machine upon the following items: 1. To adopt the annual budget of the District for the fiscal year 2026-2027 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District which shall appear on the ballot as Proposition No. 1. 2. To authorize the use of the use of the 2019 Capital Reserve Fund: Shall the Board of Education (the “Board of Education”) of the Clinton Central School District (the “School District”) be authorized to reconstruct, improve, rehabilitate, repair, furnish and equip the Clinton Elementary School, the Clinton Middle School and the Clinton High School buildings and grounds, including site work, athletic field improvements, and construction of a synthetic turf field with lights and spectator seating adjacent to the High School (the “Project”), at a new combined maximum estimated cost of $18,339,000, which constitutes a $294,000 increase in the maximum estimated cost previously approved by District voters at a special meeting of the District held on December 13, 2022, and to withdraw $294,000 from the School District’s 2019 Capital Reserve Fund to pay for said increase? 3. To vote on the establishment of a library tax. Shall the sum of $365,718 be raised by annual levy of a tax upon the taxable property within the Clinton Central School District for the purpose of funding the Kirkland Town Library? 4.To elect three (3) members of the Board of Education for three (3) year terms commencing July 1, 2026 and expiring on June 30, 2029. Board members whose terms are expiring are Ms. Rachael Clark, Mr. Patrick LaVeck and Mr. Sam Catterson. FURTHER NOTICE IS HEREBY GIVEN that applications for absentee and early mail ballots will be obtainable between the hours of 8:00 AM and 4:00 PM, Monday through Friday, except holidays, from the District Clerk beginning on April 2, 2026. Absentee and early mail ballots must be received by the District Clerk by 5:00 p.m. on May 19, 2026. FURTHER NOTICE IS HEREBY GIVEN that a copy of the detailed statement of the amount of money which will be required to fund the District’s budget for 2026-2027, specifying the several purposes and the amount for each, together with the tax exemption report and other required attachments, may be obtained by any resident of the District on the proposed budget, at the polling place on the day of the vote, during business hours on any day during the fourteen (14) day period immediately preceding May 19, 2026 in schoolhouses, the district offices (except on Saturdays, Sundays and holidays) from 8:00 AM to 4:00 PM, in the public library, and on the District’s website at www.ccs.edu, or by contacting the District Clerk at 315-557-2253 or jscranton@ccs.edu. FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of member of the Board of Education shall be filed with the District Clerk at the Superintendent’s Office of the Bridge Building between the hours of 8:00 AM and 4:00 PM, no later than April 20, 2026 at 4:00 PM. Vacancies on the Board of Education are not considered separate, specific offices; candidates run at large. Nominating petitions shall not describe any specific vacancy upon the Board for which the candidate is nominated. FURTHER NOTICE IS HEREBY GIVEN that applications for absentee and early mail ballots will be obtainable between the hours of 8:00 AM and 4:00 PM, Monday through Friday, except holidays, from the District Clerk beginning on April 2, 2026. Completed applications must be received by the District Clerk no earlier than April 21, 2026 and by May 12, 2026, if the ballot is to be mailed to the voter. If the ballot is to be delivered personally to the voter at the Office of the District Clerk the completed application must be received by the District Clerk no later than May 18, 2026. No ballot will be canvassed unless it has been received in the Office of the District Clerk of the School District no later than 5:00 p.m. on May 19, 2026. A list of all persons to whom absentee and early mail ballots have been issued will be available in the Office of the District Clerk’s on weekdays between 8:00am to 4:00pm on and after May 13, 2026. Any qualified voter may, upon examination of such list, file a written challenge of the qualifications as a voter of any person whose name appears on such list, stating the reasons for such challenge. Such written challenge shall be transmitted by the District Clerk to the inspectors of election on election day. A challenge to an early voting ballot may not be made on the basis that the voter should have applied for an absentee ballot. FURTHER NOTICE IS HEREBY GIVEN, that the District has established personal registration of voters. Accordingly, the only persons entitled to vote on May 19, 2026 are those who are “qualified voters” and who are “registered” to vote as set forth herein. To be a “qualified voter” a person must be a citizen of the United States, at least 18 years of age, and a legal resident of the District for a period of 30 days immediately preceding May 19, 2026. If a “qualified voter” has previously registered with the District or with the County Board of Elections he or she is eligible to vote at the May 19, 2026 Annual District Meeting and Election without re-registering. All other persons who wish to vote at the Annual District Meeting and Election must either pre-register with the District as set forth below, or be registered with the County Elections Board to vote in general elections, pursuant to the provisions of Article 5 of the Election Law, on the date of the District’s Annual District Meeting and Election. NOTICE is given that for those “qualified voters” who are not yet “registered” to vote, the District has authorized continuous registration of qualified voters in the Office of the Clerk of the School District, 75 Chenango Avenue, Clinton, New York, until May 5, 2026, between the hours of 8:00 a.m. and 4:00 p.m., at which time any qualified voter who appears personally will be entitled to have his or her name placed on the District’s Register. NOTICE IS ALSO GIVEN that military voters who are not currently registered may apply to register as a qualified voter of the School District by requesting to be registered by the District Clerk at at 315-557-2253 or jscranton@ccs.edu. Registered, qualified voters of the school district may apply for a military ballot by requesting an application from the District Clerk at the phone number or email address listed above. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 p.m. on May 8, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail.
