GENESEE COUNTY LEGAL NOTICE NOTICE OF BUDGET HEARING, BUDGET VOTE AND ELECTION ELBA CENTRAL SCHOOL DISTRICT TOWN(s) OF ELBA, BYRON, BATAVIA, OAKFIELD AND STAFFORD COUNTY OF GENESEE, NEW YORK NOTICE IS HEREBY GIVEN that a public hearing of qualified voters of the Elba Central School District, County of Genesee, Elba, NY will be held in the auditorium of Elba Central School, 57 S. Main Street, Elba, NY, on Monday, May 11, 2026 at 6:00 p.m., EST, for the presentation of the budget document. The Annual District Election and Budget Vote will be held on Tuesday, May 19, 2026 between the hours of 12 Noon and 8:00 p.m., EST, in the lobby of the auditorium of Elba Central School, Elba, NY at which time the polls will be opened to vote upon the following: 1. Proposition No. 1 – To adopt the annual budget for the School District for the fiscal year 2026-2027 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District. 2. Proposition No. 2 –To withdraw from the existing “Capital Bus and Vehicle Replacement Reserve Fund” a sum of money not to exceed three hundred and sixty thousand dollars ($360,000) and to expend such funds for the purchase of two (2) 35-64-passenger school buses. 3. To elect one (1) member to the Board of Education for five (5) year terms commencing on July 1, 2026 and expiring on June 30, 2031. A copy of the statement of the amount of money which will be required to fund the School District’s budget for the 2026-2027 school year, including the tax exemption report, exclusive of public monies, may be obtained by any resident of the District during business hours beginning April 22, 2026, except Saturday, Sunday or holidays, at the District Office, 57 South Main Street, Elba, NY. Petitions nominating candidates for the office of member of the Board of Education shall be filed with the District Clerk at her office, not later than 5:00 p.m., EST, on Monday, April 20, 2026. Vacancies on the Board of Education are not considered separate, specific offices: candidates run at large. Nominating petitions shall not describe any specific vacancy upon the Board for which the candidate is nominated; must be directed to the District Clerk; must be signed by at least twenty-five (25) qualified voters of the District; must state the name and residence of each signer; and must state the name and address of the candidate. Early mail and absentee ballot applications can be obtained during school business hours from the District Clerk. Applications must be returned at least seven (7) days prior to the vote if to be mailed to the voter or at least one (1) day prior to the vote if to be delivered in person to the voter in the Office of the District Clerk. Absentee ballots must be received by the District Clerk no later than 5:00 p.m., EST, on Tuesday, May 19, 2026. A list of persons to whom early mail and absentee ballots are issued will be available for inspection in the District Clerk’s office on each of the five (5) days prior to the election except Saturday, Sunday or legal holidays, during school business hours, and will be posted at the polling place during the election. Military voters as defined by Commissioner’s Regulation Part 122 who are qualified voters of the District, may request a military ballot application during school business hours at the District Clerk’s office. A military voter may designate a preference to receive a military ballot application by mail, facsimile transmission or electronic mail in their request. Completed applications for military ballots must be received by the District Clerk no later than 4:00 p.m. on April 24, 2026. Ballots for military voters shall be mailed, or otherwise distributed, no later than 25 days prior to the election.
