OSWEGO COUNTY LEGAL NOTICE Board of Education Fulton City School District 167 South 4th St. Fulton, NY 13069 Publish on the following dates: April 4, April 18, May 2, May 16, 2026 NOTICE OF ANNUAL SCHOOL DISTRICT MEETING FULTON CITY SCHOOL DISTRICT NOTICE IS GIVEN, that a public Budget Hearing of the qualified voters of the Fulton City School District, Oswego County, NY will be held at Fulton Education Center, room 111, 167 S. 4th St., Fulton Education Center and also virtually via videoconference, on May 7, 2026, at 6:00 PM, for the transaction of business as authorized by the Education Law, including the following items: 1. To receive such reports of the officials of the School District as shall be submitted. 2. To discuss all the items hereinafter set forth to be voted upon by voting machines at the vote and election to be held on May 19, 2026. 3. To transact such other business as may properly come before the meeting pursuant to New York Education Law and acts amendatory thereto. The public has the right to listen to or view such proceeding. AND NOTICE IS GIVEN, that said vote and election will be held on Tuesday, May 19, 2026 between the hours of 9:00 AM and 9:00 PM , at the Fulton War Memorial, 609 West Broadway Fulton, NY, AND the City of Fulton Community Room, 141 South First St., Fulton, at which time the polls will be opened to vote by voting machine upon the following items: 1. To adopt the annual budget of the district for the fiscal year 2026-2027 and to authorize the requisite portion to be raised by taxation on the taxable property of the district. 2. To elect three (3) members of the Board of Education for three-year terms commencing July 1, 2026, and expiring on June 30, 2029. 3. To elect one (1) member of the Fulton Public Library, Library Board of Trustees. One (1) for five (5) year terms, commencing July 1, 2026. Election Districts are as follows: Election District No. 1 (To include all voters living on the east side of the District, defined as east of the Oswego River): Location of polling place: City of Fulton Community Room, 141 South First St., Fulton, 13069. Boundaries: Ward 4,5 and 6-Town of Volney, Palermo District 1 and Town of Oswego District 5 Election District No. 2 (To include all voters living on the west side of the District, defined as west of the Oswego River: Location of polling place: Fulton War Memorial, 609 West Broadway, Fulton, NY 13609. Boundaries: Ward 1, 2 and 3-Town of Granby, Minetto , District 2 and Town of Oswego District 5. PROPOSITION 1 – STUDENT TRANSPORATION VEHICLES Shall the Bond Resolution adopted by the Board of Education of the City School District of City of Fulton authorizing the purchase of gasoline or diesel powered vehicles including one (1) minibus, one(1) minivan and two (2) dump trucks, including necessary furnishings, fixtures and equipment and all other costs incidental thereto, and expend a total sum not to exceed $380,000, which is estimated to be the total maximum cost thereof, and said amount, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District, in the principal amount not to exceed $380,000, be issued? PROPOSITION 2 – LIBRARY TAX PROPOSITION Shall the Fulton Public Library Board of Trustees be authorized to levy and collect an annual tax, separate and apart from the annual school district budget, in the amount of $565,896 (which is an increase of $21,765 from the $544,131 levy currently in existence) for the continuing support and maintenance of the Fulton Public Library, with this appropriated amount to be the annual appropriation until thereafter modified by a future vote by the taxpayers of the Fulton City School District? AND NOTICE IS GIVEN, that a copy of the statement of the proposed amount of money which will be required to fund the School District's budget for 2026-2027 may be obtained by any District resident during business hours beginning May 4, 2026, except Saturday, Sunday, or holidays, at the Superintendent’s Office, Fulton Education Center, 167 S. 4th Street and at each of the schoolhouses in the District. To request a copy, residents are encouraged to contact the District Clerk. AND NOTICE IS GIVEN, that petitions nominating candidates for the office of Board of Education member shall be filed with the District Clerk, District Office, room 111, Fulton Educational Center, 167 S. 4 th St., Fulton, NY, no later than April 29, 2026, between 9:00 AM and 5:00 PM. Nominating petitions must be directed to the District Clerk; must be signed by at least 100 qualified voters of the District; must state the name and residence of each signer, and, must state the name and residence of the candidate. Interested candidates may call the District Clerk between the hours of 8:00am and 3:00pm to express your interest and arrange to pick up/fill out a nominating petition. Nominating petitions will be available beginning March 4, 2026. AND NOTICE IS GIVEN, that applications for absentee ballots can be obtained by contacting the District Clerk at 315.593.5511 or Clerk@fulton.cnyric.org beginning April 20, 2026; completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter. Completed ballots must be received by the District Clerk no later than 5:00 PM, on May 19, 2026 . A list of persons to whom absentee ballots have been issued will be available for inspection in the District Clerk’s Office during regular business hours during each of the five days prior to the election, except Sundays, beginning on May 13, 2026, and shall also be posted at the polling place at the election of members of the Board of Education. Individuals are encouraged to contact the District Clerk to make an appointment to review the list. AND TAKE NOTICE TAKE FURTHER NOTICE that applications for early mail ballots may be applied for at the office of the clerk of the district. A list of all persons to whom early mail ballots shall have been issued, will be available in the said office of the clerk on each of the five days prior to the day of the election except Sundays, and that such list will also be posted at the polling place or places. Individuals are encouraged to contact the District Clerk to make an appointment to review the list. AND NOTICE IS GIVEN, that military voters who are not currently registered may apply to register as a qualified voter of the District by requesting to be registered by the District Clerk at 315.593.5511 or clerk@fulton.cnyric.org. Registered, qualified voters of the District may apply for a military ballot by requesting an application from the District Clerk at the phone number or email address listed above. For a military voter to be issued a military ballot, the District Clerk must have received a valid application no later than 5:00 PM on May 4, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or email. AND NOTICE IS GIVEN, that personal registration of voters is required either pursuant to Section 2606 of the Education Law or pursuant to Article 5 of the Election Law. If a voter has previously registered pursuant to Section 2606 of the Education Law and has voted at an annual or special district meeting within the last four (4) calendar years, they are eligible to vote at this election; if a voter is registered and eligible to vote under Article 5 of the Election Law, they are also eligible to vote at this election. All other persons who wish to vote must register. The Board of Registration will meet for the purpose of registering all qualified voters of the District at the District Office, on May 4, 2026 between the hours of 11:00 AM and 3:00 PM to add any additional names to the register to be used at the election, at which times any person will be entitled to have his or her name placed on such register, provided that at the meeting of the Board of Registration he or she is known or proven to the satisfaction of the Board of Registration to be then or thereafter entitled to vote at such election for which the register is prepared.
