NOTICE OF BUDGET HEARING AND ANNUAL ELECTION HOLLAND PATENT CENTRAL SCHOOL DISTRICT HOLLAND PATENT, NEW YORK 13354 NOTICE IS GIVEN that the annual budget hearing will be held on May 5, 2026 at 6:00 p.m., in the library of the High School Building, 8079 Thompson Road, at Holland Patent, New York for the purpose of discussing expenditure of funds for the 2026-27 school year and the budgeting thereof. NOTICE IS FURTHER GIVEN, that the Annual Election and Budget Vote will be held in the High School Building, 8079 Thompson Road at Holland Patent, New York, on Tuesday, May 19, 2026, for the purpose of voting, anticipated to be by voting machines, on the matters and propositions hereinafter set forth. Polls for the purpose of voting will be open from 10:00 A.M. (EDST) to 8:00 P.M. (EDST). The matters to be voted upon are: 1. Proposed budget for the 2026-27 school year 2. The election of one (1) member to the Board of Education for a term of five (5) years to fill the vacancy caused by the expiration of the term of Michael Garrett 1. PROPOSITION NO. 1 Shall the following resolution be adopted to wit: RESOLVED that the Board of Education of the Holland Patent Central School District is hereby authorized to undertake the acquisition of one (1) 72-passenger school bus, one (1) 66-passenger school bus, and two (2) 24-passenger school buses, at an estimated maximum aggregate cost of $573,841, less trade-in value, if any, such cost, or so much thereof as may be necessary, shall be raised by the levy of a tax to be collected in annual installments; and, in anticipation of such tax, debt obligations of the school district as may be necessary not to exceed $573,841 shall be issued, or the School District may enter into an installment purchase contract if the Board of Education determines that it is in the best interest of the School District to finance the purchase in that method. 1. PROPOSITION NO. 2 Shall the following resolution be adopted to wit: Resolved that the Board of Education of the Holland Patent Central School District is hereby authorized to undertake certain capital improvements consisting of construction and reconstruction of school buildings and facilities, which may include, without limitation, construction of a greenhouse, a concession building and a toilet facility, site and athletic field improvements and the acquisition of certain original furnishings, equipment, and apparatus and other incidental improvements required in connection therewith for such construction and school use, all at an estimated maximum aggregate cost of $30,750,000; and to appropriate and expend from the existing capital reserve fund $4,805,802 for such costs, and that the balance of the costs, or so much thereof as may be necessary, shall be raised by the levy of a tax to be collected in annual installments, with such tax to be offset by state aid available therefor; and, in anticipation of such tax, debt obligations of the school district as may be necessary not to exceed $25,944,198 shall be issued. At such meeting taxes to be levied by installments will be proposed providing for payment of such capital costs and providing for the financing costs therefor. Such taxes shall be levied upon all the taxable property of the District, shall be levied in annual installments and shall be of such amounts and levied in such years as may be determined by the Board of Education. NOTICE IS FURTHER GIVEN, that Petitions nominating candidates for office of Member of the Board of Education must be filed in the Office of the Clerk of the District between the hours of 9:00 A.M. and 5:00 P.M., no later than April 20, 2026. A separate Petition is required to nominate a candidate to the office. Each Petition must be directed to the Clerk of the District, and must be signed by at least twenty-five (25) qualified voters, and shall state the residence of each signer, the name and residence of the candidate and must describe the specific vacancy for which each candidate is nominated, including at least the length of the term of office and the name of the last incumbent, if any. Petitions may be obtained in the District Office. AND NOTICE IS ALSO GIVEN, that applications for absentee ballots may be applied for at the Office of the Clerk of the District, that a list of all persons to whom absentee ballots have been issued will be available in the said Office of the Clerk during regular office hours during each of the five days prior to the election except Sundays, and that such list will also be posted at the polling place at the election of members of the Board of Education. AND NOTICE IS ALSO GIVEN, that applications for early mail ballots may be applied for at the Office of the Clerk of the District, that a list of all persons to whom early mail ballots have been issued will be available in the said Office of the Clerk during regular office hours during each of the five days prior to the election except Sundays, and that such list will also be posted at the polling place at the election of members of the Board of Education. NOTICE IS FURTHER GIVEN, that a copy of the tax exemption report and a copy of the statement of estimated expenditures for the ensuing year for school purposes may be obtained by any District resident during the fourteen (14) days immediately preceding the Annual Meeting and on May 19, 2026, except Saturday, Sunday, or holidays, at each of the school houses of the District, in which school is maintained, between the hours of 9:00 A.M. (EDST) and 3:00 P.M. (EDST). NOTICE IS FURTHER GIVEN that military voters who are qualified voters of the District may apply for a military ballot by requesting an application from the District Clerk at 315-865-7221 or vmarris@hpschools.org. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 P.M. on April 23, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail.
