LISBON LEGAL NOTICE NOTICE OF ANNUAL HEARING, BUDGET VOTE, AND ELECTION LISBON CENTRAL SCHOOL TOWN OF LISBON, COUNTY OF ST. LAWRENCE NOTICE IS HEREBY GIVEN, that a public hearing of the qualified voters of the Lisbon Central School District, St. Lawrence County, Lisbon, New York will be held in the Lisbon Central School Auditorium in said District on Thursday evening, May 7, 2026, at 6:00 p.m. EDT for the presentation of the proposed 2026-27 school budget. Copies of the proposed budget will be available for public review beginning Tuesday, April 28, 2026, at the office of the Superintendent of Schools at Lisbon Central School. NOTICE IS HEREBY GIVEN, that the vote on the proposed 2026-27 school budget will be held by voting machine, for all qualified voters of the Lisbon Central School District, in the main lobby of the Lisbon Central School District on Tuesday, May 19, 2026 between the hours of 12:00 p.m. and 8:00 p.m. EDT at which time the polls will be opened to vote upon the budget and the following matters: Election of Board Members NOTICE IS GIVEN, that petitions nominating a candidate for the office of member of the Board of Education must be filed with the Clerk of the Board of Education no later than Monday, April 20, 2026, at 5:00 p.m. The following vacancies are to be filled on the Board of Education: Term: 5 years - Mrs. Mary Fonda (incumbent) Each petition must be delivered to the Clerk of the Board, must be signed by 25 qualified voters of the District, must state the name and residence of the candidate and must describe the specific vacancy for which the candidate is nominated, including the length of the term of office and the name of the last incumbent. Official petitions may be obtained from the Clerk of the Board from 8:00 a.m. - 3:00 p.m., Monday - Friday. AND NOTICE IS ALSO GIVEN that a copy of the amount of money which will be required for the ensuing year for school purposes, exclusive of public monies, may be obtained by any District resident beginning May 1, 2026, at the office of the Superintendent of Schools at the Lisbon Central School from 8:00 a.m. - 3:00 p.m. Monday-Friday. TRANSPORTATION PROPOSITION Shall the following resolution be adopted: > Shall the Board of Education of the Lisbon Central School District be authorized to purchase and finance two (2) 66-passenger student transport vehicles, including necessary furnishings, fixtures and equipment and all other costs incidental thereto, and expend a total sum not to exceed $370,000, which is estimated to be the total maximum cost thereof, and said amount, or so much thereof as may be necessary, be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District, in the principal amount not to exceed $370,000, be issued? Such other propositions as may legally, and with proper notification, be brought before the voters. NOTICE IS FURTHER GIVEN that in-person voting will be conducted in a manner consistent with NYS Department of Health guidelines intended to protect voters and school district personnel. NOTICE IS FURTHER GIVEN that qualified voters may obtain applications for absentee ballots from the office of the Clerk of the School District. Completed applications for absentee ballots must be received by the District Clerk of the School District no later than 5:00 P.M. prevailing time, on May 19, 2026, and must be received no later than 5:00 P.M., prevailing time, on May 12, 2026, if the absentee ballot is to be mailed to the voter. Completed applications received after 5:00 P.M. on May 12, 2026, will require the voter to personally appear at the Office of the Clerk of the School District to receive an absentee ballot. A listing of all persons to whom an absentee ballot is issued will be available for inspection by any qualified voter during regular business hours in the Office of the Clerk of the School District through May 19, 2026. NOTICE IS FURTHER GIVEN that military voters who are qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at 315- 393-4951 x 23185 or woodsk@lisbon.k12.ny.us. For purposes of this notice, “military voter" shall mean a qualified voter who is in actual military service as defined by New York State Education Law, including the spouse or dependent of such voter if residing with or accompanying such voter. Applications for military ballots must be received by the District Clerk no later than 5:00 P.M., prevailing time, on May 18, 2026. Military voters may indicate their preference to receive their ballot by mail, facsimile transmission, or electronic mail. Military ballots must be received by the District Clerk no later than 5:00 P.M., prevailing time, on May 19, 2026. A qualified voter must be a citizen of the United States of America, at least eighteen (18) years of age and be a resident of the District for a period of 30 days preceding the voting date. In addition, no person shall have the right to register or vote at any school district meeting or election who would not be qualified to register or vote at an election in accordance with the provisions of Section 5-106 of the election law.
