OSWEGO COUNTY PUBLIC NOTICE NOTICE OF ANNUAL SCHOOL DISTRICT MEETING OF THE VOTERS OF THE MEXICO ACADEMY AND CENTRAL SCHOOL DISTRICT THE BOARD OF EDUCATION OF THE MEXICO ACADEMY AND CENTRAL SCHOOL DISTRICT HEREBY GIVES NOTICE that pursuant to a Resolution adopted by the Board of Education of the District on March 19, 2026, the Annual Meeting of the qualified voters of said School District, County of Oswego, State of New York, will be by electronic voting machines and will be held in the Mexico Middle School Gymnasium, 16 Fravor Road, Mexico, New York, in said School District, on Tuesday, May 19, 2026, between the hours of 12 noon and 9:00 P.M., prevailing time, for the purpose of voting upon the following propositions: PROPOSITION I (Budget) Shall the Board of Education of the MEXICO ACADEMY AND CENTRAL SCHOOL DISTRICT be authorized to appropriate and expend an amount which is anticipated to be determined by said Board no later than April 20, 2026 for general purposes for the year of 2026-2027 and to levy a tax on the taxable property of the school district as provided by law? PROPOSITION II (Transportation) Shall the Board of Education of the Mexico Academy and Central School District be authorized to purchase and finance four (4) large diesel school buses, two (2) small gasoline school buses and one (1) small gasoline wheelchair bus, including necessary furnishings, fixtures and equipment and all other costs incidental thereto, and expend a total sum not to exceed $1,031,000, which is estimated to be the total maximum cost thereof, and said amount, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District, in the principal amount not to exceed $1,031,000, shall be issued? PROPOSITION IV (Board of Education Members) To elect three (3) members to the Board of Education for three (3) year terms (7/1/26 – 6/30/29). The seats are presently held by James Emery, Darlene Upcraft and Sue Teifke. NOTICE IS FURTHER GIVEN that a public hearing on the budget of said School District will be held at the board of education meeting held at the District Office in said School District, on May 7, 2026 at 5:00 P.M., at which times the proposed budget for said School District for 2026-2027 will be presented for review and discussion in anticipation of the subsequent vote thereon by the qualified voters of said School District. NOTICE IS FURTHER GIVEN that voting upon the foregoing Propositions will be by electronic voting machines and will be held in the Mexico Middle School Gymnasium, 16 Fravor Road, Mexico, New York, in said School District, on Tuesday, May 19, 2026, between the hours of 12 noon and 9:00 P.M. prevailing time. NOTICE IS FURTHER GIVEN a copy of the statement of the amount of money which will be required for the ensuing year for school purposes may be obtained by any residents in said School District at each schoolhouse in said School District in which school is maintained between the hours of 9:00 a.m. and 3:00 p.m. on each day other than a Saturday, Sunday or holiday during the fourteen days immediately preceding such meeting of voters. NOTICE IS FURTHER GIVEN that Petitions nominating candidates for the Board of Education must be filed with the Clerk of the District between the hours of 9:00 A.M. and 5:00 P.M. each day but not later than 5:00 P.M. on April 20, 2026, which is the last day to file. The following vacancies are to be filled: A three-year term ending June 30, 2029 presently held by James Emery A three-year term ending June 30, 2029 presently held by Darlene Upcraft A three-year term ending June 30, 2029 presently held by Sue Teifke Each petition must be addressed to the Clerk of the District, be signed by at least twenty-five (25) qualified voters of the District, shall state the residence of each signer, and the name and address of the candidate. Vacancies upon the Board shall not be considered separate specific offices. The individuals receiving the highest number of votes shall be elected to the vacancies. NOTICE IS FURTHER GIVEN that personal voter registration on a continuous basis has been adopted by the School District for all eligible voters residing in the School District. Voters who are not already registered with the county in which they reside may register with the District Clerk at the District Office, 16 Fravor Road, Mexico, New York between the hours of 9:00 A.M. and 5:00 P.M., Monday through Friday, with the exception of holidays, until the sixth day before the vote. Such voters names and addresses will be added to the voter register filed in the District Office. The prepared register of voters will be open for inspection by any qualified voter of the district between the hours of 9:00 A.M. and 3:00 P.M. each of the five days prior to and the day set for the meeting or election, except Sundays. NOTICE IS FURTHER GIVEN that qualified voters of the District may obtain applications for an absentee ballot or an early voting ballot from the office of the Clerk of the District. Completed applications must be received by the Clerk of the District no later than 4:00 P.M. on May 18, 2026 if the absentee ballot is to be delivered personally to the voter and must be received no later than 4:00 P.M. on May 12, 2026 if the absentee ballot or an early voting ballot is to be mailed to the voter. Completed applications received after 4:00 P.M. on May 12, 2026 will require the voter to personally appear at the office of the Clerk of the District to receive an absentee ballot or an early voting ballot. A listing of all persons to whom an absentee ballot or an early voting ballot is issued will be available for inspection by any qualified voter in the office of the Clerk of the District. during regular hours from May 14, 2026 through May 18, 2026, except Sunday, and shall be posted at the polling place at the election of members of the Board of Education. NOTICE IS FURTHER GIVEN that military voters who are not currently registered may apply to register as a qualified voter of the District by requesting to be registered by the District Clerk at 315-963-8400 or sblauvel@mexicocsd.org . Registered, qualified voters of the District may apply for a military ballot by requesting an application from the District Clerk at the phone number or email address listed above. Completed applications for military ballots must be received by the Clerk no later than 5:00 P.M. on April 23, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail.
