OGDENSBURG LEGAL NOTICE NOTICE OF: PUBLIC BUDGET HEARING, VOTER REGISTRATION & ANNUAL MEETING, BUDGET VOTE, AND ELECTION OGDENSBURG CITY SCHOOL DISTRICT COUNTY OF ST. LAWRENCE, NEW YORK NOTICE IS GIVEN that a Public Hearing will be conducted by the Board of Education of the Ogdensburg City School District pertaining to the proposed 2026-2027 Budget. This Hearing shall take place on Wednesday, May 6, 2026 at 6 o’clock in the evening in the Ogdensburg Free Academy Cafeteria B, 1100 State Street, Ogdensburg, New York 13669. NOTICE IS GIVEN that residents of said District may obtain a copy of the Proposed Budget at any schoolhouse in said District on any weekday except Saturday, Sunday, or holidays beginning on Thursday, May 7, 2026 between the hours of 8:00 a.m. and 3:30 p.m. NOTICE IS GIVEN that the Ogdensburg City School District will conduct Voter Registration. The purpose of said Registration is to allow any and all non-registered residents of said School District the opportunity to become eligible to vote in the School Board Election and Budget Vote. The Voter Registration will be held from 12 o’clock noon until 8 o’clock in the evening of Tuesday, May 5, 2026 in the Ogdensburg Free Academy Main Hallway, located at 1100 State Street in the City of Ogdensburg, New York. Those individuals seeking to register must present picture identification and proof of residency. Further, Notice is given that this Registration will only allow individuals to vote on the School District matter. It will not constitute, nor supplant, St. Lawrence County Voter Registration. To be a “qualified” voter, a person must be a citizen of the United States, at least 18 years of age, and a legal resident of the District for a period of 30 days immediately preceding May 19, 2026. If a “qualified voter” has previously registered with the District or with the County Board of Elections and has voted within the last four (4) calendar years, he or she is eligible to vote at the May 19, 2026 Annual District Meeting and Election without re-registering. All other persons who wish to vote at the Annual District Meeting and Election must either pre-register with the District as set forth above, or be registered with the St. Lawrence County Elections Board to vote in general elections, pursuant to the provisions of Article 5 of the Election Law, on the date of the District’s Annual Meeting and Election. The register containing the names of qualified voters will be available for inspection in the clerk’s office during business hours on each of the five days prior to and the day set for the election, except Sundays. Inspection on Saturday will require a pre-scheduled appointment. NOTICE IS GIVEN that the Budget Vote and Election of School Board Members for the Ogdensburg City School District will be held on Tuesday, May 19, 2026. Registered voters residing in the Ogdensburg City School District should vote at one polling place. All Residents of the Ogdensburg City School District will vote at Ogdensburg Free Academy in the Main Hallway, 1100 State Street, Ogdensburg, New York 13669. The polls will be open from 12 o’clock noon until 9 o’clock in the evening. NOTICE IS GIVEN that voting upon the foregoing Propositions will be by voting machine or paper ballot and will take place on May 19, 2026 between the hours of 12:00 p.m. and 9:00 p.m. prevailing time at the election district hereinafter described. A description of the boundaries of the school election district is on file and may be inspected in the Main Office of the District, Monday through Friday, 9:00 a.m. through 4:00 p.m. NOTICE IS FURTHER GIVEN that qualified voters may obtain applications for absentee and early mail ballots from the office of the Clerk of the School District. Completed applications for absentee and early mail ballots must be received by the District Clerk of the School District no later than 5:00 P.M. prevailing time, on May 19, 2026, if the ballot is to be delivered personally to the voter, and must be received no later than 4:00 P.M., prevailing time, on May 12, 2026 if the ballot is to be mailed to the voter. Completed applications received after 4:00 P.M. on May 12, 2026, will require the voter to personally appear at the Office of the Clerk of the School District to receive an absentee and early mail ballot. A listing of all persons to whom an absentee and early mail ballot is issued will be available for inspection by any qualified voter during regular business hours in the Office of the Clerk of the School District through May 19, 2026 at 1100 State Street, Ogdensburg, New York 13669. NOTICE IS FURTHER GIVEN that military voters who are not currently registered may apply to register as qualified voters of the District. Military voters may request an application to register as a qualified voter from the District Clerk. Military voter registration application forms must be received in the Office of the District Clerk no later than 4:00 p.m. on May 4, 2026. In order for a military voter to be issued a military ballot, the District must have received in the office of the District Clerk a valid ballot application no later than 4:00 p.m. on May 4, 2026. Qualified military qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at [315-393-0900, ext. 31901] or pearsonmariahd@gmail.com]. A military voter may indicate their preference for receiving ballot application or ballot by mail, facsimile transmission, or electronic mail in their request for such registration, ballot application or ballot. Such designation shall remain in effect until revoked or changed by the military voter. Ballots for military voters shall be mailed, or otherwise distributed no later than May 5, 2026 [14 days prior to the Annual Meeting and Election]. NOTICE IS FURTHER GIVEN that, pursuant to Section 2606 of the Education Law, personal registration of voters is required and no person shall be entitled to vote at said annual election whose name does not appear on the register of the election district in which he or she claims to be entitled to vote or who does not register. NOTICE IS FURTHER GIVEN , that the propositions set forth on the voting machine label shall appear as follows: PROPOSITION 1 (2026-2027 Budget) Resolved that the proposed budget of expenditures of the Enlarged Ogdensburg City School District for the 2026-2027 school year in the amount of $58,228,386.26 be and the same is hereby approved and the amount thereof shall be raised by a tax upon the taxable property of the school district, after first deducting the monies available from state aid and other sources as provided by law. PROPOSITION 2 (Transportation) Shall the bond resolution adopted by the Board of Education of the Enlarged Ogdensburg City School District on March 16, 2026 authorizing the acquisition of thirteen (13) student transportation vehicles, minus any trade-in amount, including all necessary furnishings, fixtures and equipment, and the expenditure of a total sum not to exceed $2,521,504, which is estimated to be the total maximum cost thereof, and further authorizing the issuance of $2,521,504 serial bonds to pay the cost thereof; providing that the sum of $2,521,504, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable real property of such School District and collected in annual installments as provided by Section 416 of the Education Law; providing that, in anticipation of said tax, obligations of the School District, including installment purchase contracts, may be issued; pledging the faith and credit of said School District for the payment of the principal of and interest on said bonds; determining that the period of probable usefulness thereof and maximum maturity of the serial bonds therefor is five years; delegating the power to authorize and sell bond anticipation notes and to fix the details of and to sell serial bonds; containing an estoppel clause and providing for the publication of an estoppel notice, be approved. PROPOSITION 3 (Board of Education Election) Petitions nominating candidates for the office of Board of Education member, to elect two (2) member(s) for a 5-year term commencing on July 1, 2026 and expiring on June 30, 2031, shall be filed with the Clerk at said District Office, 1100 State Street, Ogdensburg, New York 13669 of the Ogdensburg City School District no later than 5:00 p.m. on Wednesday, April 29, 2026.
