LEGAL NOTICE BUDGET VOTE AND BOARD ELECTION ONEIDA CITY SCHOOL DISTRICT NOTICE IS HEREBY GIVEN, that a public Budget Hearing of the qualified voters of the Oneida City School District, Madison County, New York will be held in the City of Oneida, New York, in said District on Tuesday, May 5, 2026 at 6:00 P.M., prevailing time, at the Costello Transportation Center for the purpose of discussing expenditure of funds for the 2026-2027 school year and the budgeting thereof, and the transaction of business as authorized by the Education Law, including the following items: 1. To receive such reports of the officials of the School District as shall be submitted. 2. To discuss all the items hereinafter set forth to be voted upon by voting ballot at the vote and election to be held on May 19, 2026. 3. To transact such other business as may properly come before the meeting pursuant to Education Law of the State of New York and acts amendatory thereto. AND FURTHER NOTICE IS HEREBY GIVEN, that said vote and election will be held on May 19, 2026 between the hours of 12 Noon and 9:00 P.M., prevailing time, in the Oneida High School and Durhamville Elementary School, for registered voters living in appropriate election districts, at which time the polls will be opened to vote by voting ballot upon the following items: 1. To elect two (2) members of the Board of Education. * Five-year term commencing July 1, 2026 and expiring on June 30, 2031. 2. The following propositions PROPOSITION NO. 1 To adopt the annual budget of the School District for the fiscal year 2026-2027 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District, which will appear as Proposition No.1 on the voting ballot. PROPOSITION NO.2 BUSES PROPOSITION Shall the Bond Resolution adopted by the Board of Education of the City School District of the City of Oneida authorizing the lease, lease purchase, or financing the purchase of five (5) 70-passenger diesel school buses, three (3) 70-passenger diesel school buses with AC and one (1) 57-passenger diesel wheelchair school bus, including necessary furnishings, fixtures and equipment and all other costs incidental thereto, at a total sum not to exceed $1,766,365, which is estimated to be the total maximum cost thereof, and said amount, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District, in the principal amount not to exceed $1,766,365, shall be issued. NOTICE IS GIVEN that voting upon the foregoing Proposition will be by voting machine or paper ballot and will take place on May 19, 2026, between the hours of 12:00 P.M. and 9:00 P.M. prevailing time at the District’s election district polling places as set forth in the Notice of Annual District Meeting. A description of the boundaries of the school election districts is on file and may be inspected in the Business Office of the District, Monday through Friday, 9:00 A.M. through 4:00 P.M. NOTICE IS FURTHER GIVEN that, pursuant to Section 2606 of the Education Law, personal registration of voters is required and no person shall be entitled to vote at said special election whose name does not appear on the register of the election district in which he or she claims to be entitled to vote or who does not register. AND FURTHER NOTICE IS HEREBY GIVEN, that personal registration of voters is required either pursuant to §2014 of the Education Law or pursuant to Article 5 of the Election Law. If a voter has heretofore registered pursuant to §2014 of the Education Law and has voted at an annual or special district meeting within the last four (4) calendar years, he or she is eligible to vote at this election; if a voter is registered and eligible to vote under Article 5 of the Election Law, he or she is also eligible to vote at this election. All other persons who wish to vote must register by contacting the District Clerk. The register so prepared pursuant to §2014 of the Education Law will be filed in the Office of the Clerk of the School District in the District Office, 565 Sayles Street, Oneida, New York, and will be open for inspection by any qualified voter of the District on each of the five days prior to and the day set for the election, except Sunday, between 9:00 A.M. and 4:00 P.M., prevailing time. NOTICE IS FURTHER GIVEN, that qualified voters of the District may obtain applications for an absentee ballot or an early voting ballot from the office of the Clerk of the District. Completed applications must be received by the Clerk of the District no later than 4:00 P.M. on May 18, 2026 and must be received no later than 4:00 P.M. on May 12, 2026 if the absentee ballot or an early voting ballot is to be mailed to the voter. Completed applications received after 4:00 P.M. on May 12, 2026 will require the voter to personally appear at the office of the Clerk of the District to receive an absentee ballot or an early voting ballot. A listing of all persons to whom an absentee ballot or an early voting ballot is issued will be available for inspection by any qualified voter in the office of the Clerk of the District between the hours of 8:00 A.M. and 4:00 P.M. during each of the 5 business days prior to the election. AND FURTHER NOTICE IS HEREBY GIVEN the polling places at such Annual Budget Vote and School Board Election are as follows: * SCHOOL ELECTION DISTRICT #1: Oneida Senior High School - Registered voters residing south of the New York State Thruway * SCHOOL ELECTION DISTRICT #2: Durhamville Elementary School - Registered voters residing north of the New York State Thruway. AND FURTHER NOTICE IS HEREBY GIVEN that military voters who are not currently registered may apply to register as a qualified voter of the School District by requesting to be registered by the District Clerk at abishop@oneidacsd.org or 315-363-2550 ext. 2010. Registered, qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at the phone number or email address listed above. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 4:00 P.M. on May 4, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail. AND FURTHER NOTICE IS HEREBY GIVEN that Petitions for nominating candidates for office must be filed in the District Clerk’s Office between the hours of 9:00 a.m. and 5:00 p.m. no later than April 29, 2026.
