OSWEGO COUNTY NOTICE OF SPECIAL SCHOOL DISTRICT MEETING AND REGISTRATION OF VOTERS NOTICE OF ANNUAL SCHOOL DISTRICT MEETING OF THE VOTERS OF THE ALTMAR-PARISH-WILLIAMSTOWN CENTRAL SCHOOL DISTRICT THE BOARD OF EDUCATION OF THE ALTMAR-PARISH-WILLIAMSTOWN CENTRAL SCHOOL DISTRICT HEREBY GIVES NOTICE that a Public Hearing of the qualified voters of the Altmar-Parish-Williamstown Central School District will be held in the JSHS Auditorium located at the Junior-Senior High School Building, 639 County Route 22, Parish, New York on May 12, 2026 at 6:00 PM prevailing time, for the presentation of the budget. THE BOARD OF EDUCATION OF THE ALTMAR-PARISH-WILLIAMSTOWN CENTRAL SCHOOL DISTRICT HEREBY GIVES NOTICE that pursuant to a Resolution adopted by the Board of Education of the District on March 12, 2026, the annual meeting of the qualified voters of said School District, County of Oswego, State of New York, will be held in the Altmar-Parish-Williamstown Junior-Senior High School, District Office Conference Room, 639 County Route 22, Parish, New York on May 19, 2026 from 12:00 PM to 9:00 PM, prevailing time, for the purpose of voting upon the following propositions: PROPOSITION I (Budget) Shall the proposed budget, to be presented at the April 9, 2026 Board of Education meeting, for the Altmar-Parish-Williamstown Central School District as recommended by the Board of Education for the fiscal year beginning July 1, 2026 through June 30, 2027, be adopted and shall the Board of Education be authorized to levy the necessary taxes therefore? PROPOSITION II (Bus Purchase) Shall the Board of Education purchase and, at the option of the Board, finance two (2) Microbird Gasoline School Buses at an estimated cost not to exceed $215,119.00, one (1) Diesel School Bus at an estimated cost not to exceed $206,315.00, and one (1) Wheelchair Diesel School Bus at an estimated cost not to exceed $184,538.00, including necessary furnishings, fixtures and equipment and all other necessary costs incidental thereto and to expend a total sum not to exceed $606,000.00 which is estimated to be the total maximum cost thereof, and pay for such vehicles by using the approximate balance of $606,000.00 from the Capital Reserve Fund for Vehicles approved by the District voters on May 17, 2022? PROPOSITION III (Election of Three Board Members) NOTICE IS FURTHER GIVEN that petitions nominating Candidates for the Office of Member of the Board must be filed with the Clerk of the District at their office in said Altmar-Parish-Williamstown District Office no later than 5:00 PM on April 20, 2026 to fill the following vacancies: * Member of the Board of Education - Three Year Term - Expiring on June 30, 2029 * Member of the Board of Education - Three Year Term - Expiring on June 30, 2029 Each petition must be directed to the Clerk of the District, must be signed by a minimum of 25 qualified voters of the District, and must state the name of the candidate. Such petitions are available at the office of the District Clerk at the APW District Office, 639 County Route 22, Parish, New York, between the hours of 8:00AM and 4:00PM. NOTICE IS GIVEN that voting upon the foregoing Propositions will be by voting machine, absentee, or early mail ballots and will take place at the Altmar-Parish-Williamstown Junior-Senior High School, District Office Conference Room, 639 County Route 22, Parish, New York, on May 19, 2026 from 12:00PM to 9:00PM, prevailing time. NOTICE IS FURTHER GIVEN that qualified voters may obtain applications for absentee ballots and early mail ballots from the office of the Clerk of the School District (located in the District Office). Completed applications for absentee ballots and early mail ballots must be received by the District Clerk of the School District no later than 4:00 PM prevailing time, on May 18, 2026, and must be received no later than 4:00 PM, prevailing time on May 12, 2026 if the absentee ballot or early mail ballot is to be mailed to the voter. Completed applications received after 4:00 PM on May 12, 2026, will require the voter to personally appear at the Office of the Clerk of the School District to receive an absentee ballot or early mail ballot. A list of all persons to whom an absentee ballot or early mail ballot is issued will be available for inspection by any qualified voter during regular business hours in the Office of the Clerk of the School District through May 19, 2026. Questions may also be directed to the District Clerk at 315-625-5251 or DistrictClerk@apwcsd.org. NOTICE IS FURTHER GIVEN that military voters who are qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at 315-625-5251 or DistrictClerk@apwcsd.org. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 4:00 PM on April 23, 2026 (26 days prior to the vote). In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail. NOTICE IS FURTHER GIVEN that the District Clerk is authorized and directed in the name and on behalf of the District to do all acts and things necessary, following the advice and counsel of the District's School Attorney and the District's Bond Counsel, to comply with all applicable laws, regulations and executive orders relating to the Special Meeting and to do all other acts as may be necessary, or in the opinion of the District's School Attorney and the District's Bond Counsel, desirable or proper to effectuate the purposes of the foregoing Resolution and to cause compliance by the District with all applicable laws, regulations and executive orders relating to the notice of, and procedural steps to be taken in connection with such Special Meeting.
