GENESEE COUNTY LEGAL NOTICE NOTICE OF ANNUAL MEETING, BUDGET VOTE AND ELECTION PAVILION CENTRAL SCHOOL DISTRICT TOWN OF PAVILION COUNTY OF GENESEE NEW YORK NOTICE IS HEREBY GIVEN that a public hearing of the qualified voters of the Pavilion Central School District, Genesee County, Pavilion, New York, will be held in the Auditorium of the High School building in said District on May 11, 2026 at 7:00 PM prevailing time, for the presentation of the budget (available in the said District location, the Pavilion Public Library and the District website – seven (7) days before the budget hearing). AND FURTHER NOTICE IS HEREBY GIVEN that the annual meeting of the qualified voters of the Pavilion Central School District Number 1 of the Town of Pavilion, Genesee County, New York, will be held at the Pavilion Central High School in said District on May 19, 2026 between the hours of 12:00 Noon and 8:00 PM, prevailing time, in the Pavilion Central High School, at which time the polls will be opened to vote by paper ballot upon the following items: * To adopt the annual budget of the School District for the fiscal year 2026-2027 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District. * To elect two (2) members of the Board of Education. The candidate with the next highest number of votes will serve the balance of the vacant seat formerly held by Callin Ayers-Tillotson commencing upon taking the oath of office through June 30, 2030. * To vote on the following resolution: * RESOLVED, that the Board of Education of the Pavilion Central School District, Genesee, Wyoming and Livingston Counties, New York (the “District”) is hereby authorized and directed to establish a reserve fund pursuant to Education Law Section 3651 to be known as the “General Capital Reserve Fund-2026” for the purpose of paying, in whole or in part, the costs of additions, alterations, renovations or other improvements to District buildings and facilities, site improvements at District facilities and grounds, including athletic fields, playgrounds, recreation areas, parking areas, roadways, sidewalks and other site improvements, the acquisition of school buses and other vehicles, and the acquisition and installation of machinery, equipment, apparatus, furnishings by the District, or the District’s share of the cost of any capital improvements project undertaken by a Board of Cooperative Educational Services (“BOCES”) of which the District is (or may become) a component district, including, in all cases, the acquisition of necessary furnishings, equipment, machinery and apparatus, with the ultimate amount of such reserve fund not exceeding $8,000,000 plus any accrued earnings on amounts deposited in such reserve fund, the probable existence of said reserve fund being ten (10) years, but said reserve fund continuing in existence for its stated purpose until liquidated in accordance with Education Law, and the source from which funds shall be obtained for said reserve fund being (a) current and future unappropriated fund balances from the General Fund of the School District, as directed by the Board of Education, (b) any other appropriations authorized by the voters from time to time, and (c) fund balances transferred from other reserve funds of the School District, as may be authorized by the Board of Education or the voters from time to time. * To adopt a resolution authorizing an increase in the annual tax levy for the Hollwedel Memorial Public Library from $138,600.00 to $142,000.00. Beginning with the 2026-2027 fiscal year and thereafter, until changed by further vote of the majority of electors of the Pavilion Central School District. * To elect two (2) members to the Board of Trustees for the Hollwedel Memorial Public Library of Pavilion, NY for three (3) year terms, commencing July 1, 2026 and expiring on June 30, 2029 to succeed Joan Gray and Kelly Harris. AND FURTHER NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the School District’s budget for 2026-2027, exclusive of public monies, and the tax exemption report, may be obtained by any resident of the District during regular business hours starting May 4, 2026 at 8:30 AM in the Pavilion Central School District Office. A copy will also be available at the Pavilion Public Library and on the District’s website at www.pavilioncsd.org. AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of members of the Board of Education shall be filed with the Clerk of said School District at his/her office in the Pavilion Central School, not later than April 20, 2026, at 5:00 PM. Candidates run at large. Each petition shall be directed to the Clerk of the District, shall be signed by at least twenty-five (25) qualified voters of the District, and must state the name and residence of the candidate. AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of member of the Board of Trustees of the Hollwedel Memorial Public Library of Pavilion, NY shall be filed with the Clerk of said School District at his/her office in the Pavilion Central School, not later than April 20, 2026, at 5:00 PM. Candidates run at large. Each petition shall be directed to the Clerk of the District, must be signed by at least twenty-five (25) qualified voters of the District, and must state the name and residence of the candidate. AND FURTHER NOTICE IS HEREBY GIVEN that the qualified voters of the School District shall be entitled to vote at said annual vote and election. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen years of age or older, and (3) resident within the School District for a period of thirty (30) days preceding the annual vote and election. The School district may require all persons offering to vote at the budget vote and election to provide one form of proof of residency pursuant to Education Law section 2018-c. Such form may include a driver’s license, a non-driver identification card, a utility bill, or a voter registration card. Upon offer of proof of residency, the School District may also require all persons offering to vote to provide their signature, printed name and address of residence. AND FURTHER NOTICE IS HEREBY GIVEN that pursuant to the relevant Education Laws, applications for absentee or early mail ballots may be obtained at the Office of the District Clerk of the School District, during all days in which the School District is in session. Completed applications must be received by the District Clerk no later than May 12, 2026, if the absentee or early mail ballot is to be mailed to the voter. If the absentee or early mail ballot is to be delivered personally to the voter at the Office of the District Clerk the completed application must be received by the District Clerk no later than May 18, 2026. No absentee or early mail voter’s ballot will be canvassed unless it has been received in the Office of the District Clerk of the School District no later than 5:00 PM on May 19, 2026. A list of all persons to whom absentee or early ballots have been issued will be available for inspection to qualified voters of the District in the office of the District Clerk on or before May 18, 2026 between the hours of 8:30 AM and 4:30 PM on weekdays prior to the day set for the annual election and on May 19, 2026, the day set for the election. A challenge to an early voting ballot may not be made on the basis that the voter should have applied for an absentee ballot. AND FURTHER NOTICE IS HEREBY GIVEN that military voters who are not currently registered may apply to register as a qualified voter of the school district. Military voters, as defined by Education Law 2018-d, may request an application to register as a qualified voter from the District Clerk. Military voter registration application forms must be received in the office of the District Clerk no later than 5:00 PM on April 23, 2026, twenty-six (26) days before the election. A military voter may designate a preference to receive a military voter registration, military ballot application or military ballot by mail, facsimile transmission or electronic mail in their request for such registration, ballot application, or ballot. Such designation shall remain in effect until revoked or changed by the military voter. Ballots for military voters shall be mailed, or otherwise distributed, no later than twenty-five (25) days prior to the election. No military voter’s ballot will be canvassed unless it has been received in the Office of the District Clerk of the School District no later than 5:00 PM on May 19, 2026.
