NOTICE OF PUBLIC HEARING, ANNUAL VOTING, ELECTION OF BOARD MEMBERS AND PROPOSITIONS OF PORT BYRON CENTRAL SCHOOL DISTRICT THE BOARD OF EDUCATION OF THE PORT BYRON CENTRAL SCHOOL DISTRICT (THE “DISTRICT”) HEREBY GIVES NOTICE that pursuant to a Resolution adopted by the Board of Education of the District on March 9, 2026 that the annual meeting of the qualified voters of the District, Cayuga County, State of New York, will be held in the High School Athletic Lobby located at 30 Maple Avenue, Port Byron, New York, on May 19, 2026 from 9:00 AM to 9:00 PM, prevailing time, for the purpose of voting upon the following propositions and to elect members of the Board of Education: 1. To adopt the annual budget of the School District for the fiscal year 2026-2027 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District. 2. Shall the Board of Education of the Port Byron Central School District be authorized to purchase and finance two (2) 64-passenger student transport vehicles and one (1) student transport SUV, including necessary furnishings, fixtures and equipment and all other costs incidental thereto, and expend a total sum not to exceed $460,000, which is estimated to be the total maximum cost thereof, and said amount, or so much thereof as may be necessary, be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District, in the principal amount not to exceed $460,000, be issued? 3. To elect THREE (3) members of the Board of Education to 3-year terms commencing July 1, 2026 and expiring June 30, 2029 to fill the vacancies of the expiring terms of Dr. Paul Ryan, Peter Svitavsky and Benjamin Vitale. NOTICE IS HEREBY GIVEN that a public hearing of the qualified voters of the Port Byron Central School District, Cayuga and Wayne Counties, New York, will be held in the Lehn Library in the said District on Monday, May 11, 2026 at 6:00 PM prevailing time, for the presentation of the budget. The budget will be available for review on April 21, 2026 at the District Office of the Port Byron Central School. AND FURTHER NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the School District budget for the 2026-2027 school year, exclusive of the public monies, may be obtained by any resident of the District during business hours beginning April 21, 2026 at the District Offices of the Port Byron Central School, 30 Maple Avenue, Port Byron, NY 13140. AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of member of the Board of Education shall be filed with the Clerk of said School District in the District Office of the Port Byron Central School District, not later than April 20, 2026 between 8:00 AM and 5:00 PM. Each petition shall be directed to the Clerk of the District and shall be signed by at least 25 voters of the District and must state the name and residence of the candidate. AND FURTHER NOTICE IS HEREBY GIVEN that application for absentee ballots will be obtainable between the hours of 8:00 AM and 4:00 PM Monday through Friday, except holidays from the District Clerk. Completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election if the ballot is to be delivered personally to the voter. Absentee ballots must be received by the District Clerk no later than 5:00 PM, prevailing time, on Tuesday, May 19, 2026. A list of persons to whom absentee ballots are issued will be available for inspection to qualified voters at the District in the Office of the District Clerk on and after May 13, 2026 between the hours of 8:00 AM and 4:00 PM on weekdays prior to the day set for the annual election and on May 19, 2026, the day set for the election, and said list will be posted at the polling place at the election. Any qualified voter present in the polling place may object to the voting of the ballot upon appropriate grounds for making his/her challenge and the reason therefore known to the Inspector of Election before the close of the polls. AND FURTHER NOTICE IS HEREBY GIVEN that applications for early mail ballots may be applied for at the office of the clerk of the district, under the same rules applicable to absentee ballots. A list of all persons to whom early mail ballots shall have been issued, will be available in the said office of the clerk on each of the five days prior to the day of the election except Sundays, and that such list will also be posted at the polling place or places. AND FURTHER NOTICE IS HEREBY GIVEN that military voters who are qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at 315-776-5728 or mroot@pbcschools.org. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 pm on April 23, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail. AND FURTHER NOTICE IS HEREBY GIVEN that the qualified voters of the School District shall be entitled to vote at the said annual vote and election. A qualified voter is one who is (1) a citizen of the United States of America (2) eighteen years of age and older and (3) resident within the School District for a period of thirty (30) days preceding the vote and election. The School District may require all persons offering to vote at the budget vote and election to provide one form of proof of residency pursuant to Education Law 2018-c. Such form may include a driver’s license, a non-driver’s identification card, a utility bill, or a voter registration card. Upon offer of proof of residency, the School District may also require all persons offering to vote to provide their signature, printed name and address. AND FURTHER NOTICE IS HEREBY GIVEN that pursuant to a rule adopted by the Board of Education in accordance with 2035 and 2008 of the Educational Law, any referenda or proposition to amend the budget otherwise to be submitted for voting at said election must be filed with the Port Byron Central School Board of Education at the District Offices, 30 Maple Avenue, Port Byron, NY 13140 on or before March 20, 2026 at 4:00 PM prevailing time, must be typed or printed in English, must be directed to the Clerk of the School District and signed by at least 25 qualified voters of the District or 5% of voters who voted in the previous annual election of Board members, whichever is greater; and must state the name and residence of each signed. However, the School board will not entertain any petition to place before the voters any proposition for the purpose of which is not within the powers of the voters to determine or any proposition which fails to include a specific appropriation where the expenditure of monies is required by the proposition.
