ST. LAWRENCE COUNTY LEGAL NOTICE NOTICE OF ANNUAL HEARING, BUDGET VOTE, AND ELECTION FOR THE CLIFTON-FINE CENTRAL SCHOOL DISTRICT TOWNS OF CLIFTON, FINE, PITCAIRN AND RUSSELL COUNTY OF ST. LAWRENCE, NEW YORK NOTICE IS HEREBY GIVEN, that a public hearing of the qualified voters of the Clifton-Fine Central School District, St. Lawrence County, Star Lake, New York, will be in the LGI, in said District on Monday, May 11, 2026 at 5:30 PM for the presentation of the budget. The budget will be available for review on May 5, 2026 in the District Clerk’s office at the Clifton-Fine Central School and online at www.cliftonfine.org. NOTICE IS HEREBY GIVEN, that the annual vote of the qualified voters of the Clifton-Fine Central School District No. 1 of the Towns of Clifton, Fine, Pitcairn, and Russell, St. Lawrence County, New York, will be held in the school foyer at the Clifton-Fine Central School in said District on Tuesday, May 19, 2026 between the hours of 12:00 PM and 8:00 PM prevailing time, at which time the polls will be opened to vote using an optical scan voting machine upon the following items: 1. To adopt the annual budget of the School District for the fiscal year 2026-2027. 2. To elect (1) one member to the Board of Education. There is 1 (3) three-year term available commencing July 1, 2026 and expiring on June 30, 2029. 3. To purchase a utility truck with plow attachment at a total cost of $65,000 to be paid from the District's existing Capital Reserve Fund established in May of 2025. AND FURTHER NOTICE IS HEREBY GIVEN, that a copy of the statement of the amount of money which will be required to fund the School District’s budget for the 2026-2027 fiscal year, exclusive of public monies and the tax exemption report, may be obtained by any resident of the District beginning May 5, 2026 by downloading it from the District website (www.cliftonfine.org) or in person except Saturday, Sunday, or holidays, from the hours of 8:00 AM - 2:00 PM at the office of the District Clerk at the Clifton-Fine Central School District. AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of member of the Board of Education shall be filed with the District Clerk of said District at her office in the Clifton-Fine Central School, on or before 9:00am April 20, 2026. Petitions are currently available from the office of the Clerk of the District. Each petition shall be directed to the Clerk of the District and shall be signed by at least twenty-five (25) voters of the District, and must state the name and residence of the candidate and must state the name and address of each signer. AND FURTHER NOTICE IS HEREBY GIVEN that the qualified voters of the Clifton-Fine Central School District shall be entitled to vote at said annual vote and election. A qualified voter is one who is: (1) a citizen of the United States of America; (2) eighteen years of age or older; (3) a resident within the School District for a period of thirty (30) days preceding the annual vote and election. No previous voter registration is necessary. AND FURTHER NOTICE IS HEREBY GIVEN that qualified voters of the District may obtain applications for an absentee ballot from the office of the Clerk of the District. Completed applications must be received by the Clerk of the District no later than 2:00 p.m. on May 14, 2026, if the absentee ballot is to be mailed to the voter. Completed applications received after 2:00 p.m. on May 14, 2026 will require the voter to personally appear at the office of the Clerk of the District to complete an application and to then receive an absentee ballot. A listing of all persons to whom an absentee ballot is issued will be available for inspection by any qualified voter in the office of the Clerk of the District between the hours of 8:00 a.m. and 2:00 p.m. through May 19, 2026, except on Saturdays, Sundays or holidays. AND FURTHER NOTICE IS HEREBY GIVEN, that pursuant to a rule adopted by the Board of Education in accordance with §2035 and 2008 of the Education Law, any referenda or propositions to amend the budget, otherwise to be submitted for voting at said election, must be filed with the Clifton-Fine Central School Board of Education at the District Office on or before 2:00 PM., April 20, 2026. It must be typed or printed in English, must be directed to the District Clerk of the School District and signed by at least twenty-five (25) qualified voters of the District and must state the name and residence of each signer. However, the School Board will not entertain any petition to place before the voters any proposition the purpose of which is not within the powers of the voters to determine, or any proposition, which fails to include a specific appropriation where the expenditure of monies is required by the proposition.
