SHERRILL CITY SCHOOL DISTRICT (VVS) BUDGET VOTE PUBLIC NOTICE NOTICE IS GIVEN, that a public Budget Hearing of the qualified voters of the Vernon Verona Sherrill School District, Oneida County, NY (the “District”) will be held in the VVS High School, 5275 State Route 31, Verona, NY on Wednesday, May 5, 2026, at 6:30 PM, for the transaction of business as authorized by Education Law, including the following items: 1. To receive such reports of the officials of the School District as shall be submitted. 2. To discuss all the items hereinafter set forth to be voted upon by voting machines (unless machines are not available, in which case votes shall be cast by paper ballot) at the vote and election to be held on May 19, 2026 (the “Election”). 3. To transact such other business as may properly come before the meeting pursuant to NY Education Law. NOTICE IS GIVEN that the Election will be held on May 19, 2026, between the hours of 12 Noon and 9:00 PM, at which time the polls will be opened to vote by voting machines (unless machines are not available, in which case votes shall be cast by paper ballot) in each election district. To adopt a proposition approving a Bond Resolution authorizing the issuance of obligations of the District in an amount not to exceed $1,275,000.00 to finance the purchase of various diesel school busses and related vehicles: Shall the bond resolution adopted on March 23, 2026 by the Board of Education of the City School District of the City of Sherrill, Oneida County, New York entitled: A BOND RESOLUTION OF THE BOARD OF EDUCATION OF THE CITY SCHOOL DISTRICT OF THE CITY OF SHERRILL, ONEIDA COUNTY, NEW YORK (THE “DISTRICT”), DATED MARCH 23, 2026, AUTHORIZING THE DISTRICT (I) TO FINANCE THE PURCHASE OF VARIOUS DIESEL SCHOOL BUSSES AND RELATED VEHICLES, AT A MAXIMUM ESTIMATED COST OF $1,275,000 AND (II) TO ISSUE SERIAL BONDS OF THE DISTRICT IN AN AGGREGATE PRINCIPAL AMOUNT NOT TO EXCEED $1,275,000 TO FINANCE SUCH PURCHASE, AND DELEGATING THE POWER TO ISSUE BOND ANTICIPATION NOTES IN ANTICIPATION OF THE SALE OF SUCH BONDS TO THE PRESIDENT OF THE BOARD OF EDUCATION OF THE DISTRICT be approved? NOTICE IS GIVEN that a copy of the statement of estimated expenses for the ensuing year will be completed and copies made available at each schoolhouse in the District in which school is maintained between 8:00 AM and 3:00 PM on each day other than a Saturday, Sunday, or holiday during the fourteen days immediately preceding the Election, together with the text of any resolution which will be presented to the voters, and at the District Office, 5275 State Route 31, Verona, NY. NOTICE IS GIVEN that military voters who are not currently registered may apply to register as a qualified voter of the District by requesting to be registered by the District Clerk at (315) 829-2520, extension 7101 or twhooten@vvsschools.org. Registered, qualified voters of the District may apply for a military ballot by requesting an application from the District Clerk at the phone number or email address listed above. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 PM on May 4, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission, or email. Applications for absentee and early mail ballots may be obtained during school business hours from the District Clerk. Completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter. Completed absentee and early mail ballots must be received by the District Clerk not later than 5:00 PM on May 19, 2026. A list of all persons to whom absentee, early mail, and military voter ballots shall have been issued shall be filed in the District Clerk’s Office where it will be available for public inspection during regular office hours on each of the five days before the election except Sundays, and will be posted at the polling places during the Election. AND NOTICE IS GIVEN that personal registration of voters is required. To vote at the Election, a voter must properly register no later than May 5, 2026. Any person who has not currently registered under permanent personal registration by the last date found on such registers, or records or list furnished by the board of elections, and has not voted at an intervening election, must present themselves personally for registration in order to vote. If a voter has previously registered under Education Law section 2014 and has voted at any annual or special district meeting within the last four calendar years, they are eligible to vote at this Election; if a voter is registered and eligible to vote under Article 5 of the Election Law, they are eligible to vote at this Election. All other persons who wish to vote must register at the District Office between the hours of 8:00 AM and 3:30 PM, or through their County Board of Elections. Any person shall be entitled to have his name placed upon the register to vote, provided that they are known or proven to the satisfaction of the person conducting continuous registration to be then or thereafter entitled to vote at the Election. The register so prepared pursuant to the Education Law will be filed in the District Clerk’s Office in the District Office, 5275 State Route 31, Verona, NY and will be open for inspection by any qualified voter of the District beginning on May 7, 2026 between the hours of 8:00 AM and 3:30 PM, except Saturday and Sunday, and at the polling place(s) on the day of the vote. Pursuant to Board Policy 2203, any petitions from qualified voters for propositions to be submitted for voting at the Election must be filed with the Board of Education at the District Office, 5275 State Route 31, Verona, NY on or before April 20, 2026 at 3:30 PM. Petitions must be submitted to the District Clerk, be signed by at least 35 qualified voters of the District, and must state the name of each signer. Wording of a petition must comply with legal requirements. If the wording does not comply, it may be changed or altered by the Board, or the Board may reject a petition for failure to comply. Any proposition that is submitted by voters of the District may be rejected by the Board of Education if (1) the purpose of the proposition is not within the powers of the voters; (2) the expenditure of money is required and such proposition fails to include the necessary specific appropriation; or (3) such proposition has, for the fiscal year in question, previously been presented to, and rejected by, the qualified voters of the District.
