ORDINANCE NO. 2026 - 88 AN ORDINANCE TO AMEND CHAPTER 25, ARTICLE VII, DIVISION 3, SECTIONS 148 AND 149 AUTHORIZING THE REMOVAL OF PARKING METERS IN DESIGNATED AREAS AND ESTABLISHING TWO-HOUR PARKING IN THE DOWNTOWN AREA AS SHOWN ON PARKING MAPS ATTACHED HERETO By Councilmember Brinn: WHEREAS, the City of Elmira has determined that the removal of parking meters in portions of the downtown area will improve accessibility and convenience for residents, businesses, and visitors; and WHEREAS, the City desires to implement a two-hour parking limit in designated downtown locations to promote turnover and availability of parking spaces in the designated areas within the City as reflected on a map attached hereto and made a part hereof; and WHEREAS, the appropriate signage will be installed identifying the areas subject to the two-hour parking restriction; NOW, THEREFORE, BE IT ORDAINED, by the City Council of the City of Elmira, New York, duly convened at a regular session this 6th day of April, 2026, and does hereby establish the following: Section 1. All parking meters within the designated downtown area as shown on the attached map are hereby removed. Section 2. Two-hour parking limits are hereby established in the downtown designated locations as shown on the attached map. Section 3. Enforcement of the two-hour parking limit shall begin as signage is installed. Section 4. Full enforcement shall take effect on May 1, 2026. Section 5. Any vehicle parked in violation of the two-hour limit shall be subject to a ticket and fine in the amount of twenty-five dollars ($25.00). Section 6. All other parking meters and parking restrictions outside the two-hour parking locations pursuant to Section 149 remain in full force and effect; and be it further ORDAINED, that the appropriate City Parking Enforcement officer(s) and sworn Police Officers are authorized to take all actions necessary to implement and enforce this ordinance. Section 7. All ordinances and parts of ordinances heretofore passed which are in conflict or are inconsistent with any provision or provisions of this ordinance are hereby repealed. Section 8.Effective Date.
