Notice of Needs Assessment Public Comment Period To Provide for Input on the Development of The New York State Plan for the 2026-2027 Home Energy Assistance Program (HEAP)

In accordance with the Low-Income Home Energy Assistance Act of 1981, as amended, the State of New York provides for input on the development of the 2026-2027 New York State Plan for the Home Energy Assistance Program.

The current 2025-2026 HEAP State Plan may be found online: https://otda.ny.gov/programs/heap/stateplan.asp

Comments:

Written, e-mailed, or faxed comments on the development of the 2026-2027 New York State Home Energy Assistance Program State Plan will be accepted beginning at 9:00am, April 13, 2026, through close of business on April 27, 2026. Comments must be received by the Office of Temporary and Disability Assistance no later than 5:00 p.m. on April 27, 2026, to be included in the Needs Assessment process. Written comments should be addressed to:
